Dear Readers:
In this life there are few things that give us more pleasure than our pets. For some it is fish and various little rodents and reptiles. To others is birds from the littlest finch to the giant Macaw. I have three cockatiels and a double yellow parrot. Then there are those who have ferrets. I had a beauty who blessed my life for six years named rug-rat, ruggies for short. For most of us it is either dogs or cats, sometimes both. As a child I had both, but as an adult I settled for just cats.
With the long hours I work, a dog is just not practical. No matter the weather you must walk the dog. No matter what time you come home from a hard day at the office, you must walk the dog. For those with children who promised to take care of the dog if you get them one, it turns out to be you who must walk the dog. On the other hand I never have to walk the cat. Also my cats are house cats, never going out side only to return with either fleas or ticks. Since I use electric tidy boxes that automatically remove the leavings and deposit them in a sealed plastic container, an electric water dish that filters and cools, plus self-filling dry food dishes, I can leave for two or threes days knowing the cats are well tended. With dogs you must either kennel them of rely on someone to walk and feed them. Dog are high maintenance, but like birds, cats are low maintenance.
What dogs and cats have in common though is the companionship they offer. They know whether you had a good day or bad. They know when you feel good or are under the weather. What ever they sense, they are there to either ease your suffering or double down on your good fortune. Most of all they are not judge mental, they give to you unconditional love. You make a fool of your self, there they are to make one of themselves with you. If you are lucky like myself, when it is time to sleep, they nestle next to you for the night.
You may ask yourself at this point what is a political commentator doing writing about pets? Well, I have been lucky to have had two cats (among the many I have and had) to have live to twenty years. I lost the first (Angel) two years ago. She was a dream who never needed a carrying case to travel and is also the inspiration for the logo of my business. The other(Sammy) I lost Saturday at 1PM. He had a heart attack in his sleep. Any time a pet is part of your life for this long a period of your life, the loss is devastating. I have always tried to promote an aura of strength, however, holding his limp body, I found myself crying like a child.
In my tears, he was wrapped in his blankie (the blanket he slept on), put in his little coffin(don't ask) with a picture of his little brothers and sisters he grew up with and buried in the pet cemetery I have in the back yard where my others, previously deceased reside. He was the closest to a child you could have for a pet. Totally trusting, licking my ear till I fell asleep. All pets have their little quirks, his will be irreplaceable. In my back yard, lies a piece of my heart. Rest in peace Samuel P. Samuel

Peekskill businessman Domenic Volpe of Domenic's Cleaners has begun a fund drive to aid the victims of the earthquake centered in the Abruzzi region of Italy. It's the area in which his parents grew up. Marie Bertoline, of D. Bertoline and Sons, has joined on and they are working with the Christopher Columbus Society to raise money to assist in the rescue and recovery missions in the devastated region. The group will work for one month to raise funds and then will use Father Higgins, the pastor of the Assumption Church, who has agreed to handle the distribution of the funds for the affected area.
Collection sites throughout the Peekskill/Cortlandt area have been established, including Domenic's Cleaners, Home Mason Supply, Peekskill Hardware, Paradise Rest., DeChristopher's Pharmacy, Sansotta's Deli, Marco's Vinos, HyWay Cleaners, Panio's Liquors, Nunzio's Tailors, Homestyle Desserts, and the Submarine Galley.

County Takeover of the Yorktown Police Department
At first blush, the proposal for the takeover of the Yorktown Police Department by Westchester County does not pass the common sense test. The issue is not just about economics. What about the toll on our daily lives? This is about the loss of local control and putting public safety decisions in the hand of others. Community policing will be a thing of the past. The County Police do a fine job carrying out their current charge of patrolling county parkways and protecting county properties, but their core competency is not community policing. Even NYC is moving toward neighborhood policing. Programs like D.A.R.E. and school resources officers will likely suffer. Public safety resources will undoubtedly be "re-allocated" throughout the county based on the immediate need, potentially leaving Yorktown vulnerable or relying on state police or surrounding departments.
What about the cost? County taxes may rise not just for Yorktowners but also communities throughout Westchester. The cost of the study itself will be borne by taxpayers. The takeover may affect our officer's benefits or seniority. Supervisor Peters and County Executive Spano are proposing to bolster the county's force at our expense. Is this just another way of the already "bloated" county government to try to justify its existence?
The questions we must ask ourselves even before a study is commissioned are:
* Is this what we want for our Town?
* Will this jeopardize our quality of life?
* Will the presence of a county police precinct building with depleted staff create a false sense of security?
* What will the county want to take over next? Fire? EMS? Public Works?
In my opinion, there are two attributes that best define a community. First stellar schools broaden the mind. Second, excellent services give a community peace of mind. Fortunately, a public referendum will be required prior to any loss of services. So, let's stop and take a step back; let's use "Common Sense" and let's keep it local!

CANDIDATE FOR YORKTOWN TOWN BOARD SPEAKS OUT
I would like to thank Supervisor Peters for jumping on my common sense bandwagon of consolidating services. This has been a platform I have been preaching about since 2007 because of the positive impact consolidation can bring to local municipalities and county government.
Over a decade ago, Mayor Giuliani was successfully able to navigate a difficult financial crisis in New York City through consolidation of services and tax cuts, but the one function of government that he maintained and increased was public safety and emergency services.
The number one responsibility of government, at all levels, should be keeping the residents of Yorktown safe. Before any proposal is made to the residents of Yorktown, a sound and complete study must be completed to ensure our level of safety does not diminish one bit, and the quality of life of our public safety officers does not decrease. Furthermore, a comprehensive analysis needs to be conducted to determine the impact this particular consolidation will have on both town and county taxes for the residents of Yorktown. Common sense tells us we should explore all options to ease the financial burden on local taxpayers during these tough economic times.
Most importantly, the public needs to be kept informed throughout this entire process. I encourage Supervisor Peters to continue to leave the door to town hall open which would allow the public to watch this proposal evolve and mature.
It’s simple common sense.

As you may know, I was endorsed by the Westchester Republican County Committee on April 13th for the office of Westchester County District Attorney. You can view my acceptance speech here and here. We have also picked up tremendous support from across party lines, throughout Westchester and beyond, from many people who have been generous with their time and their contributions. I have been able to accomplish all of this because of supporters, like you, who have been with me throughout this endeavor.
We know that with murder, rape, and burglary up in Westchester while they are down statewide, change needs to come to the District Attorney’s Office. We understand that easy plea bargains that don’t properly punish criminals need to be stopped. The law enforcement community deserves better support than it currently is receiving from the DA’s Office. Also, crime victims need to be a priority again by having greater services provided to them.
I am running for District Attorney because I believe working together we can solve the problems that face our community. I pledge to continue making the prosecution of domestic violence a top priority and because of my experience prosecuting offenders in the Integrated Domestic Violence Court, I understand the unique challenges that these cases bring.
I pledge to restore morale in the DA’s Office, where 25% of the Assistant DAs have resigned over the past three years, many citing a frustrating work environment and low office morale.
I pledge to have the same prosecutor or team of prosecutors handle a case from the time a victim makes a criminal complaint until the disposition of the case. This system of vertical prosecution will be more victim-friendly and will ensure that the prosecutors working on cases will have a greater understanding of the facts and people involved.
I pledge to create a Family Justice Center to better serve and protect victims of domestic violence by minimizing the obstacles that these victims often face in finding important services.
To win this race we will need to connect with every voter from Mount Vernon to Mount Kisco, from Bedford to Bronxville, from Peekskill to Yonkers, and all areas of Westchester County in between. Our voice of positive change for the safety and security of our community will be heard.

Assemblywoman Sandy Galef Introduces New Legislation
In Celebration of Earth Day
April 20, 2009) Assemblywoman Sandy Galef has introduced two new pieces of legislation in honor of Earth Day 2009. These bills help confront global warming, a pressing environmental concern.
First Galef’s bill A.2623/S.3135, co-sponsored by Senator Andrea Stewart-Cousins, will prohibit all unnecessary idling of motor vehicles in Nassau , Suffolk , Rockland , Putnam and Westchester Counties . This bill is limited to the New York metro area because these counties do not meet federal guidelines for ground-level ozone and particulate matter. High ground-level ozone levels have created public health concerns because of the gases released into the atmosphere which have been cited as contributors to climate change. In addition, idling cars have been identified as a waste of money and energy.
<> “Idling cars transmit unnecessary emissions into the atmosphere, causing damage to the environment and to our communities. This legislation would prevent people from leaving their cars turned on for longer periods of time,” Galef said. “This will help to ensure that people, who normally leave their cars idling while waiting to pick someone up, for example, or while running into a store, will turn off their cars to prevent needless pollution.” <>
Galef has also introduced bill A.7413/S.2763 sponsored by Senator Antoine Thompson. This bill will develop standards for the installation and maintenance of green roofs.
<>Green roofs are gardens which cover the roof of a building. Green roofs provide important benefits including absorbing the sun during summer months to maintain a cooler temperature within a building. This lowers the cost of air conditioning for residents and decreases the amount of energy used which benefits those who live in buildings that plant these green roof gardens. In addition, plants grown in these green roof gardens release oxygen and absorb carbon dioxide, which is an easy way to decrease air congestion in densely populated urban areas.
<>The Thompson-Galef bill will provide incentives to home owners in the form of a tax credit to install these gardens. The credit is for fifty-five percent of the installation cost with a maximum credit of five thousand dollars.
“I believe it is important for each citizen, myself included, to be conscious of the environmental issues we face today and to do their part to protect the planet. My hope is that the green roof bill encourages building owners, residents, and home owners to plant roof gardens so that they may also help decrease pollution. These two pieces of legislation will help in small but highly significant ways, which is something that each of us should be striving to do in order to protect our environment,”Galef concluded.

NEW DRUG LAWS: "GET OUT OF JAIL FREE"
FOR ILLEGAL ALIEN DRUG DEALERS
Hidden Provisions in State Budget Give Illegal Alien Drug Dealers a Free
Ride to Rehab, Forgoing Jail and Deportation
Assemblyman Greg Ball (R, C, I - Patterson) held a series of press
conferences throughout the Hudson Valley today to outline concerns with the
newly-enacted reforms to the Rockefeller Drug Laws that allow illegal alien
drug dealers to forgo prison and deportation through judicial diversion.
"Last year, we were able to pass some long-overdue commonsense legislation
that called for the deportation of illegal aliens who are convicted of
crimes," Ball stated. "Yet, that work is being unraveled with this dangerous
provision, tucked away inside the state's spending plan. Regardless of one's
feeling on our nation's illegal immigration problem, this simply doesn't
make sense. The Governor has, in essence, just told every illegal alien
drug dealer in our state that if you deal drugs and get caught, you can pass
go and collect $200."
A clause in the bill (A.156-B/S.56-B) has changed the criminal procedure law
to allow illegal immigrants drug dealers who face the "severe collateral
consequences" of deportation to escape by allowing them into substance
treatment without a guilty plea, meaning that if they enter and complete
treatment, they can easily have their criminal case dismissed. The
legislation does not define the term "severe collateral consequences."
"New York's prosecutors warned the Legislature that in their rush to weaken
our state's drug laws, several provisions posed a clear threat to public
safety and had the potential to undermine our existing, successful drug
treatment programs," said Richmond County District Attorney Daniel M.
Donovan, who is President of the New York State District Attorneys
Association. "In most cases, drug-addicted offenders, proposed for treatment
as an incarceration alternative, must enter a guilty plea to a crime,
creating an incentive to enter treatment and avoid prison. This provision
eliminates that incentive."
Ball was joined by immigration expert Michael W. Cutler, a retired special
agent of the United States Immigration and Customs Enforcement (ICE), who
noted that, "It has been said that you only get one opportunity to make a
first impression. For millions of people, the first impression that they
have of the United States is created by the way that we enforce the
immigration laws; the first set of laws that they encounter. It is obvious
that with millions of illegal aliens now living in our country in violation
of law, our country is not only willing to permit foreign nationals to
violate our laws and get away with it, but to actually be rewarded for
violating our laws."
Cutler continued, "With this clause in the bill, the government of the State
of New York will provide clear evidence that not only is it acceptable to
violate our nation's borders and its laws, that even those involved in
narcotics can violate our nation's laws with impunity."

"These newly-enacted drug laws will surely weaken the current judicial
system that punishes and deters drug dealers," Putnam County Sheriff Donald
B. Smith stated. "The current system also treats the root cause of drug
addiction. In Putnam County, we have established highly effective Drug and
Family Drug Courts that motivate those addicted to drugs to seek treatment,
turn their lives around and become productive tax-paying citizens of our
community. Our current programs, implemented by our County Court Judges and
District Attorney, reduce recidivism. These new laws are the State's way of
abdicating its responsibility by placing most of the burden of dealing with
repeat drug dealers and offenders on county correctional facilities and
probation departments without providing the necessary financial support.
This is another unfunded mandate imposed by the State on County government
and taxpayers."
Dutchess County District Attorney William V. Grady concurred, stating that
"On a statewide basis, the new drug laws have the potential of seriously
undermining existing programs as well as threatening public safety. In
Dutchess County, for the past several years, we've been very fortunate to
have been involved in several successful comprehensive drug programs aimed
at felony offenders. Here in Dutchess, we have worked together with our
county court judges and treatment providers, resulting in a successful drug
rehabilitation program for the appropriate felony offenders. I look forward
to continuing the work with them."
"New York State lawmakers now grappling with a $1.7 billion budget deficit
for 2008-2009, and a looming $15 billon shortfall predicted for the
2009-2010 Session, were advised three years ago of the mounting costs of
illegal immigration in the state," Ed Kowalski, Director of 9/11 Families
for a Secure America, said. "In 2006, the Federation for American
Immigration Reform (FAIR) issued a study of the fiscal cost of illegal
immigration to New Yorkers. At that time, the cost to state taxpayers was
$5.155 billion a year. The 2006 cost estimate was based on an illegal alien
population estimated at 645,000. Today, it is estimated that New York's
illegal alien population has grown to 1,000,000 persons, a 55 percent
increase. As a result of both the continued growth in the illegal alien
population and the higher cost of governmental services, the current fiscal
cost outlays for the illegal alien population in New York are now
approaching $8.4 billion annually; more than half the projected shortfall
for next year."
Mr. Kowalski continued, "Addressing New York's budget crisis requires that
state officials acknowledge the real cost of illegal immigration, a big
chunk of the state deficit could be lessened over time if the state adopted
measures that effectively deter illegal immigration. Closing the loophole in
the Rockefeller Drug Laws that would allow illegal aliens convicted of
felony drug trafficking to avoid deportation is necessary."
"We have heard much about the extremely violent and vicious drug cartels of
Mexico that now threaten to destabilize the government of Mexico and have
slaughtered thousands of citizens of Mexico. We have seen that violence now
spreading into our country. The presidents of Mexico and the United States
have both stated that the money that has provided the cartels with the
ability to increase their ability to corrupt the Mexican government and
acquire the weapons and other assets that enable them to continue to gain
power has come from the sale of narcotics in the United States with the
proceeds of the drug trade amounting to billions of dollars each year
pouring into the cartels' coffers," Cutler added.
Ball added, "On top of all of this, American citizens and those here in our
state legally, who are arrested on drug charges will still need to plead
guilty in order to get the drug treatment they need. It is outrageous that
illegal alien drug dealers who have already broken our laws by coming here
illegally and then have the audacity to commit further crimes receive a 'get
out of jail and deportation' free card."
"If ever there was a time to seek the removal of aliens involved in
drug-related crimes, this is the time. The government of the State of New
York must not waiver in its responsibility to the citizens of this state as
well as to citizens of our nation to not falter in seeking removal of aliens
who are involved with narcotics," Cutler concluded.
