ENERGY INDEPENDENCE STARTS WITH YOU

Dear Readers:

By the time you read this, gas prices should be about $4.00 per gallon. OUCH!!! The government wishes you to think they are helpless to do anything except confiscate the profits from the oil companies(the infamous windfall profits tax). This of course would not lower the price of gas to us, would not produce one extra gallon of gas, nor produce one extra barrel of oil. All it will do is transfer wealth from the private sector to the government. As over forty percent of stocks in "big oil" are owned by mutual funds where most of your retirement funds reside, especially if you work in the public (local, state or federal) sector, this would devastate those funds. As most local pension funds (schools for instance) are funded by property tax(also school tax) dollars, it will be you the home owner who will be required to make up that short fall. Think massive tax increases you have not seen since the aftermath of 9/11. You will also see gas lines not seen since the late 1970's when the last windfall profits tax was enacted. If "big oil" has no incentive (read make a profit) from the sale of gas, they will not produce or sell it. That is economics 101. This is the only true prediction of the future as it happened in the past. You cannot screw with the primal forces of economics without serious consequences.

Food prices increased last year by 5% and this year so far 8%. This is the serious consequences of screwing with those primal forces. The ethanol scam, since 1995 when then Vice- President Al Gore cast the deciding vote on mandating the production of ethanol as an additive in gas, solely to buy votes in the mid-west, farmers have ceased the growing of wheat, soy, rice and other produce to grab the federal dollars being given out by the government like drunken sailors, to grow corn for ethanol. That corn, no longer being used for food products has caused a spike in the cost of feed for poultry, cattle and other animals we use for food. Add in the high cost of gas, and you see the spike in food costs to us. As we speak, because farmers are growing corn to get their hands on those federal dollars, they are no longer growing the other produce I have mentioned, so now there are food riots across the world for products made with wheat, butter products and rice. Out in California, Sam's Club and Coscos have rationed rice to its customers to prevent panic buying. Again pointing out the serious consequences of screwing with those economic primal forces.

This economic pain(cost of fuel and food) we now must endure, the food shortages and increase in world hunger that we previously had under control (yes control, not eradicated) can be laid at the feet of those lawmakers who in trolling for short term votes and power have sacrificed economic security, yours and the country's. These are artificial shortages. This spike in the cost of oil by the speculators is caused by artificial shortages caused by the actions of our lawmakers. There is no world wide shortage of oil. There is no shortage of domestic oil. In spite of the growing demand by China and India for petroleum, there is enough in new finds to cover this. In Brazil the second largest find in the western hemisphere (matching what Saudia Arabia has) has been discovered. In the Dakota's it has been announced that a new find has more oil than ANWAR, yet we can not drill for that. When you combine what already exists in this country, ANWAR, the Dakotas, off shore, Brazil, Canada, and Venezuela there is enough oil that we no longer need mid-east supplies. This is real and will supply enough petroleum for over 200 years.

If we do not correct these artificial shortages, the Feds. are right, high prices are here to stay. These shortages can be corrected by government actions. Citing that economic security is equivalent and part of our national security, the government can 1) pass a law that any state that allows a new refinery(we have not had one since the 70's) will no longer be subject to the federal gas tax. 2) Using the same powers the federal government now has to over ride state NIMBYism in regards to the power grids, they use that power for the building of more pipelines. 3) Using the same emergency powers the federal government used in the wake of hurricane Katrina, eliminate the over forty boutique gas mandates issued by the states. Or at least divide the country into four regions and designate a boutique blend for each section. 5) stop the ethanol scam, and start growing corn and other produce for food again. 6) Allow drilling for our domestic product. Stop worrying about what might happen and concern ourselves with what is happening. People are hurting today, must get to work today, must heat their homes today, must eat today. 7) As the oil companies, in order to continue to keep gas prices high have announced a cut back on the refinery of gas, the government says it will remove all tax breaks to any company that continues this course of corporate greed.

The above is a bridge to the following. Using an idea that Yorktown Councilman Nick Bianco has discussed with me many times, the federal government ala the "Manhattan Project" that created the atomic bomb, gathers under one umbrella all the brightest scientific and economic minds with one goal, to create an affordable new form of environmentally safe energy. This is why you need the petroleum bridge. To tide us over till this new creation can be found and implemented. We will not conserve our way out of this. We are already using less petroleum than last year, yet you still see the prices rising to new heights. It is time to stop the prevailing wisdom that the need for fossil fuels for the time being is mutually exclusive to new technology. You must have both in order to maintain our economic security and our way of life that I feel no guilt in maintaining. You must stop feeling guilty for that also. The enemies of this country within and without, wish you to feel guilty in order to render our country a second rate power and lower our standard of living. You must not in this election season vote for those who prey on your guilt in order to increase their power, confiscate private wealth, say you must lower your standard of living, and continue to perpetuate this artificial energy shortage. The protection of our way of life rests with you and your vote.

Dear Bazzo:

Once again, thanks for commentary in the NCN and on your blog. I personally think that we can't have too much of this stuff- informing the public that is. I would like to respond to Supervisor Tendy's remarks that were in the last issue you sent me. First of all, as you mentioned, people in Put Valley, Peekskill, Cortlandt, Yorktown- all over Putnam and Northern Westchester- are having a tough time making ends meet these days. Home heating oil, gasoline, food prices have all increased astronomically with no end in sight. Our town and school boards are in LaLa Land spending our hard-earned money like there's no tomorrow and straddling ourselves, our children and our grandchildren with millions in debt that they are born with. Debt that was created by the government during our lifetime during a period in history when slavery has been abolished for over 100 years! So where does Mr. Tendy get the cojones to even suggest not ONE but TWO freakin' skateboard parks? Did he mention the fact that the good ole boys in the fire department are demanding a new $10 million dollar firehouse that we're supposed to pay for? Did he tell you about the plans for yet another million dollar softball field in the works? Did he say anything about our under-utilized town park that has every recreational facility you can dream of? That is in addition to all the other fields scattered around town and not to mention all the hundreds of thousands of dollars worth of sports facilities at the school. And this guy wants to spend money on a skateboard park for some bored teenagers? All I can say to Mr. Tendy is- get real! And stop insulting our intelligence. I am sick and tired of being forced to pay for every whim of every spoiled brat in town whose parents are too busy or too lazy to raise and guide their own children. There is a skateboard park in Cortlandt if they really need to use one and there's nothing wrong with these kids skateboarding in the LP parking lot, or on the streets of their neighborhoods, just like they do where I live. Trust me- my son was a skateboarder for a few years and they lose interest in the sport rather quickly. This is one idea that needs to be scratched before it goes any further.

work, but it will take a crew
of 10 - 15 dedicated volunteers to plan and
implement.

The Plan:

FUNDING:
All $$ needed for this event will be by donation
and fund raising. If the
LPCA wants to contribute, that would be a good
thing, but certainly not a
requirement.

INSURANCE:
I believe there may not be any insurance
necessary. This isn't a private
association party, it's a district event and as
such should fall under the
town's policy. I will check on this, but that's
the early information.

FOOD/REFRESHMENTS:
Soda/water/juice--no alcoholic beverages. Several
coolers. Each drink will
be $1 dollar. Hamburgers and hot dogs will be $1
or $2? Maybe $1.50?

Hopefully we can get people to contribute a tray
of food or snacks (cookies,
cake, salad, cheese, grapes, brownies, sausage
and peppers, etc.) We can
also sell this and raise money for next year's
party.

We will have one area where a large barbecue will
be set up for hamburgers
and hot dogs. Probably not far from the dumpster.
We can have some coolers
set aside for ice cream/frozen snacks.

We will need to make simple signs for the food
stations.

ACTIVITIES:
Greased watermelon contest; cardboard boat race
(real boats made by the kids
that they race in); peanut butter and jelly
sandwich swim race; raffles,
prizes, 50/50; DJ and/or band; Skateboarding
demonstrations if possible;
maybe we could heire a magician for an hour for
the kids, a juggler, face
painter, henna tattoos, etc.

Anyone wanting to be part of this activities
committee please let me know!

$4.00 a Gallon Gas Arrives in Westchester!

Assembly Candidate, Local Leaders Respond…
Croton on Hudson New York:

Noting that the day we have dreaded has arrived in Westchester, Bill Gouldman candidate for the 90th Assembly that covers parts of Westchester and Putnam Counties called for the State to cut back gas taxes in the face of four dollar a gallon gasoline.

"The time to act is long overdue", said Gouldman, "government should stop profiting from people's pain." Gouldman who along with his wife and daughter live in Putnam Valley declared; "As the price of gas and other fuel climb, state taxes for these necessities rise. It is outrageous that both the state and federal governments are getting tax windfalls as people suffer. Politicians in Albany and Washington are out of touch with the everyday hardships people are facing. They lack the common sense that is needed to act now to help ease the burden that people are facing,"

Gouldman pointed out that thirty three cents of the more than $4 cost of a gallon of gasoline are taxes collected by New York State. He added, "Unless something is done right now, this thirty three cents will climb with every addition jump in gasoline prices. I call upon the State Legislature to cut state gas taxes by at least half, and charge a flat rate per gallon that will not increase as gas prices continue to spike."

"People expect a new era in New York. They want their government to lower their taxes and understand the reality that they face. Solutions not the pursuit of partisan policies matter now. Republicans and Democrats cannot ignore the pain and hardship of people who are fighting for their survival. What it comes to government talk is not cheap. It causes delay that doesn't solve problems people are facing. I want to go to Albany and bring common sense and a dose of reality to the assembly. I want to make sure that the voices of the people living in the 90th district are finally heard and that they have a representative who will act on their behalf," Mr. Gouldman asserted.

Mayor Foster institutes a new litter enforcement program.

Dear residents,

There are many issues facing our community. The one I want to focus on today is litter. We all see it. We all talk about it. We all know it is a problem in our community. Litter is not unique to Peekskill but the way we deal with it from here on in will be.

I am instituting a new program called the CLEAN Initiative. CLEAN is the acronym for "Commitment to Litter Enforcement and Adopting Neighborhoods". The goal of the CLEAN Initiative is to have a cleaner Peekskill.

To launch the CLEAN Initiative, we are reaching out to the public and community groups across the city and asking that you attend an open forum on Thursday, May 8th at 7 p.m. in the Neighborhood Center on Nelson Avenue.

At this meeting we will form a steering committee which will include both members of the City Council and interested members of the community. The steering committee will look at how litter impacts our city. It will identify the problem areas around the city; discuss ways to educate residents and business regarding the many causes of litter; publicize the CLEAN campaign; promote community awareness; organize community involved clean up events; institute an "adopt a highway" as well as an "adopt a field" program; and identify, publicize and review enforcement of local anti-litter ordinances.

A cleaner Peekskill benefits us all. I hope you will join us for the startup of the CLEAN Initiative, May 8th at 7 pm in the Neighborhood Center.

BALL DELIVERS FOR NY’S COMBAT VETERANS

There is an old political saying that no good deed goes unpunished. The recent political letters to the editor in local papers attacking my legislation and successful efforts to get a combat veterans tuition reimbursement program included in this year’s executive budget seem to bring that quote to life and make us all remember that the fall campaigns are just around the corner.


As a former Air Force Captain and Air Force Academy graduate, I have been given no greater honor than serving as the ranking Republican member of Veterans Affairs. We have the finest fighting force the world has ever known and it is my honor to fight for our active duty and reserve troops as well as our veterans to make sure they have the world class services they need, and were promised. Even as a member of the minority party in the Assembly, I have leveraged my position on that committee to deliver for New York’s veterans statewide.



While this is an election year, and some would rather attack than applaud, the tuition reimbursement program that was included in this year’s executive budget was a direct product of A8532, a bill I introduced, lobbied and fought for, for a year now. Working with and reaching out directly to the Governor and the Lt. Governor’s staff for over a year, I made this bill and it’s inclusion in the executive budget my top legislative priority as the Republican ranking member on the Veterans Affairs Committee.



After introducing legislation May of last year, my bill was supported by the entire Assembly Republican Conference, a rare legislative victory for a freshman Assemblyman, and as A9701, was made part of their 2008 legislative agenda, ReNew New York. These are the facts. Supported by a variety of veterans’ advocacy organizations, including the New York State Council of Veterans Organizations, this landmark program was eventually included in the Executive Budget proposal, as well as in the budget plans submitted by both houses of the Legislature. Once again, these are the facts.



This year, and after a year of delicate handling, that landmark program to create a tuition remission program for veterans has been included in the 2008-09 State Budget at a $2 million dollar level of funding. This was a great victory and one I was proud to announce, not for the credit, but to get the word out to the thousands of veterans from past and future wars and conflicts that it will help. Indeed, it is incumbent upon all of us to get the word out to all of New York’s combat veterans to take advantage of this historic program!



It is sad to see such blatant political divisiveness on such an important and historic legislative issue. They say you can’t just let negative attacks sit, so I decided to reply to the recent negative rants. In summary, the recent letters attacking the genesis of this proposal are not only mean spirited, but factually incorrect and it would be nice to see a story spreading the word to veterans who are eligible to apply for this new program.

USING MISDIRECTION TO HIDE THE TRUTH

Dear Readers:

There is a letter to the editor in this weeks NCN regarding my recent column in the NCN on the Peekskill School District. You can see that column at http://northcountynews.com/ in the blog it section under columns. It is a letter that is a magnificent example of misdirection and half truths to dispute my position. The writer uses a common form of attack, that being I am not a resident of that municipality, I am not qualified to discuss an issue affecting that area. However, the NCN in allowing this column to appear weekly on various topics, it would appear they feel I have enough knowledge to render an opinion. This was an argument also used in another form by my detractors regarding my column on man-made global warming. They said that being I am not a scientist, I am not qualified to dispute their consensus.

The writer also alleges that the 80% increase in Peekskill School taxes is in line with the rest of the county. That is also misdirection and a half-truth. The misdirection is the comparison with the rest of the county. The proper comparison would be with the neighboring districts. The whole truth is that the neighboring districts averaged a 50% to 65% increase. The fact is people move to Yorktown, Cortlant and Putnam Valley for the schools. They move to Peekskill because the property taxes are lower.

The writer uses misdirection in regards to the wall abutting Washington Street. The report I talked about was never released to the public. This was an independent report asked for by the city of Peekskill, and the people had a right to see it. The report that was made public, the one alluded to by the writer, was commissioned by the board of ed. and thus not independent.

The writer cites section 280-1 article 55 of the school safety plans in an effort to misdirect. This only covers response to security threats. The SERAPH report I cite tells of the safety treats that may or may not affect your children. You have a right to know if there are any threats. Until this report is made public how are you to know? The school district and the letter writer want you to be kept in the dark and trust the system. I would not trust any system that relies on keeping you in the dark. Secrecy is the arch enemy of a free people.

The writer wishes to confuse you by saying that it is alright to discuss other creative ways to tax you. My point was that they should spend more time thinking of ways to save money than find money. It was that simple. My point was that the district spends tax dollars with abandon a needs creative ways to get more. The mind set of being more prudent with tax dollars does not come into their equation.

Again, I implore you voters in Peekskill to demand answers from the candidates running for the school board. Find out why the sixth grade has to wait two years to go to the new midddle school. Find out why Torphy field is five feet to short to be used for tournaments. Ask questions, demand answers!!!!!

Good morning, everyone.

Last night's meeting of the Lake Peekskill Civic
Association dealt with a
number of issues, but the two that I will discuss
here are "skateboarders"
and the Lake Peekskill Summer Barbecue/Beach
Party.

A.

BEACH PARTY/BARBECUE: The date is Saturday,
August 2, with a rain date of
Sunday, August 3. ANYONE WHO WANTS TO HELP PLEASE
EMAIL ME OR CALL ME AT
845-526-2121. This party won't take a ton of
work, but it will take a crew
of 10 - 15 dedicated volunteers to plan and
implement.

The Plan:

FUNDING:
All $$ needed for this event will be by donation
and fund raising. If the
LPCA wants to contribute, that would be a good
thing, but certainly not a
requirement.

INSURANCE:
I believe there may not be any insurance
necessary. This isn't a private
association party, it's a district event and as
such should fall under the
town's policy. I will check on this, but that's
the early information.

FOOD/REFRESHMENTS:
Soda/water/juice--no alcoholic beverages. Several
coolers. Each drink will
be $1 dollar. Hamburgers and hot dogs will be $1
or $2? Maybe $1.50?

Hopefully we can get people to contribute a tray
of food or snacks (cookies,
cake, salad, cheese, grapes, brownies, sausage
and peppers, etc.) We can
also sell this and raise money for next year's
party.

We will have one area where a large barbecue will
be set up for hamburgers
and hot dogs. Probably not far from the dumpster.
We can have some coolers
set aside for ice cream/frozen snacks.

We will need to make simple signs for the food
stations.

ACTIVITIES:
Greased watermelon contest; cardboard boat race
(real boats made by the kids
that they race in); peanut butter and jelly
sandwich swim race; raffles,
prizes, 50/50; DJ and/or band; Skateboarding
demonstrations if possible;
maybe we could heire a magician for an hour for
the kids, a juggler, face
painter, henna tattoos, etc.

Anyone wanting to be part of this activities
committee please let me know!

Probably from 1 pm to whenever.

We have no property right now for skateboarding.
It is my opinion that we
should try to get a spot in Lake Peekskill AND in
the town park so that we
can cover both areas of town.

interested in moving forward with a discussion
and, hopefully,
implementation of this idea.

Hi, Andy!

Yes, I posted it. Yes, it is legal. No, it isn't private property. This party was, years ago, an annual tradition in Lake Peekskill. It fell by the wayside. Roaring Brook has one every year and it's a lot of fun for the community, especially the families. A lot of volunteers are coming forward to help. It should be a great day.

We are doing this without taxpayer dollars. All of it will be donations. I hope to see you there so you can see for yourself what a little community spirit can do!

Regarding a skate board area for the kids, yes I would like to provide an area for them to safely skateboard. Right now there is no identified area in Lake Peekskill for this, but I will keep trying. As you know, there are no sidewalks in our town, and no public transportation. The kids can't get to town park for the most part on a school day.

The kids in Lake Peekskill love to skateboard and they remind me a lot of me: I used to love to play stickball in the streets (and football), and my friends and I always got yelled at to get out of the street. We would always say to ourselves "where do they want us to go?"

These kids are no different, in my opinion. If we can get them a place to safely skateboard, I would try to do it. Unfortunately, right now the prospects aren't that good.

Let this set the record straight for those posters on LoHud. These are good ideas, though I hope the Supervisor will also use donations and not tax dollars for the skate park. Stop acting that because the ideas are not your own, they have no value. Partisianship is all well and good, but I should not be used to halt good ideas. You have seen the town board come together on school tax reform(a good idea) and photovoltaic panels (another good idea). Reconize that the otrherside has them also.

During the speech you stated, "The only way there will be real property tax relief for our residents is if Albany declares a moratorium on unfunded mandates not only imposed on the County, but on our school districts and local governments as well. There must be no new mandates, no expansion of current mandates and no cut in State aid for mandated programs. State government must change the way it relates to counties, municipalities and school districts. Decisions must be made to help local property taxpayers - not hurt them."
I completely agree.

Because decisions must be made immediately to help people stay in their homes, I am writing to ask that you make a decision to endorse my candidacy for the New York State Assembly in the 90th District. Based upon your comments during the State of the County speech, I am confident that you agree with my philosophy that you don't overburden people in the name of helping them by imposing new taxes upon them, especially those in which they have no say.

REGARDING THOSE TAX REBATE CHECKS COMMING IN MAY:

Tax Rebates: The Information You Need to Know From
The Tax Institute at H&R BlockOn February 7, 2008 the Congress approved an economic stimulus plan aimed at boosting the economy and avoiding a recession. The Economic Stimulus Act of 2008 was signed into law by President Bush on Wednesday, Feb. 13.

What does this mean for you? The $168 billion plan includes tax rebates (stimulus payments) worth up to $600 for individuals and $1,200 for couples filing joint returns, with an additional payment for families of $300 per qualifying child. People who paid no income taxes but earned at least $3,000, including Social Security, railroad retirement and disabled veterans' benefits, will receive a $300 stimulus payment as well, but they must file a 2007 tax return.

Tax rebates (also referred to as "payments") are reduced by five percent for each $1,000 of Adjusted Gross Income (AGI) over $75,000 for individuals and over $150,000 for joint returns. For taxpayers without children, the maximum payment is fully phased out at $87,000 and at $174,000 for joint returns.

In short, nearly 130 million Americans will begin receiving tax rebates (payments) or direct deposits as early as May, with nearly all tax rebates (payments) delivered by the end of summer.

1. Will the tax rebate (stimulus payment) affect the tax return I must file by April 15, 2008?
No, there's no effect on this year's return. However, the amount of your tax rebate (payment) does depend on your information from the 2007 tax return you'll file by April 15.
2. Will the tax rebate be considered income and will I be taxed on it next year on my 2008 return?
No and no. The tax rebate is an ADVANCE CREDIT for tax year 2008 and will be calculated on your 2008 return. If you're due a higher payment, you'll get the remainder next year when you file. If you received a higher rebate (payment) than you should have, you DO NOT have to pay it back.
3. How much is the tax rebate worth to me?
For those who qualify, the plan calls for tax rebates (payments) worth up to $600 for individuals with an Adjusted Gross Income (AGI) of up to $75,000 and $1200 for couples filing joint returns with an AGI of up to $150,000. An additional rebate (payment) is available for families of $300 per qualifying child.

Tax rebates are reduced by five percent for each $1,000 of AGI over $75,000 for individuals and $150,000 for joint returns. For taxpayers without children, the maximum payment is fully phased out at $87,000 and at $174,000 for joint filers. In other words, if you're an individual with an AGI of $87,000 and above or a joint filer with an AGI of $174,000 and above, you are not eligible for the tax rebate.

Individuals who paid no income taxes but earned at least $3,000, or received at least $3,000 in Social Security, railroad retirement, or disabled veterans' benefits in 2007 will be eligible for a $300 rebate (payment) if they file a tax return. In other words, to receive the $300 tax rebate in 2008 you MUST file a 2007 tax return.
4. Are there any other eligibility requirements to receive the tax rebate?
To be eligible for the tax rebate, a taxpayer MUST have a valid Social Security Number. Anyone who does not have a valid Social Security Number, including those who file using an Individual Taxpayer Identification Number (ITIN), an Adoption Taxpayer Identification Number (ATIN) or any other identification number issued by the IRS is NOT eligible for this rebate (payment).

Note: Both individuals listed on a Married Filing Jointly (MFJ) return MUST have valid Social Security Numbers to qualify for a rebate (payment).
5. So in addition to income and a valid Social Security Number, what else is required of me to receive the tax rebate?
Individuals must be a full-year U.S. citizen or resident and file Form 1040, 1040A or 1040EZ. Individuals who file Form 1040NR, 1040PR or 1040SS are not eligible for the rebate.

These returns are normally filed by nonresident aliens, residents of Puerto Rico, and residents of the U.S. Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands (CNMI).

Note: Residents of U.S. possessions will be receiving their rebates directly from the possessions.
6. What if I'm claimed as a dependent on someone else's return, can I still receive a rebate?
No. Individuals who can be claimed as dependents on someone else's return are not eligible for the rebate. This is true even if the taxpayer elects not to claim the individual as a dependent.
7. What determines a "qualifying child" for purposes of the $300 child-related rebate?
To qualify for the additional $300 per child, the child must be eligible under the Child Tax Credit AND have a valid Social Security Number. Generally, the child needs to be under the age of 17 and claimed as a dependent by the taxpayer.
8. What if I alternate claiming my child with my ex-spouse, who gets the rebate this year?
Parent 1 claims the child on his or her return in 2007 and receives a rebate based on the 2007 return. Parent 2 will qualify for the child-related credit on his or her 2008 return because he or she is claiming the child that year. Parent 1 is not required to repay the child-related rebate he or she received, and Parent 2 may claim the child-related credit on his or her return because he or she did not receive a rebate related to that child.
9. If I qualify for the tax rebate (stimulus payment), do I have to do anything to get it?
The majority of Americans who qualify for the tax rebate will not have to do anything other than file their 2007 tax return to receive their rebate this year. In other words, you don't have to complete applications, file any extra forms or call the Internal Revenue Service to request the tax rebate (payment); you WILL receive it automatically. The IRS will determine eligibility, compute the amount and issue the rebate (payment).
10. When will I receive my tax rebate?
Most taxpayers will receive two notices from the IRS. The first general notice from the IRS will explain the tax rebate (payment) program. The second notice will confirm the recipient's eligibility, payment amount and the approximate timetable for the rebate (payment). Taxpayers will need to save the second notice to assist them when they prepare their 2008 tax return next year.

Taxpayers choosing Direct Deposit on their 2007 tax returns can expect to receive their tax rebate payments between May 2 and May 16, provided their returns were received and processed by April 15, 2008.

For those taxpayers not choosing Direct Deposit on their federal returns, but which were received and processed by April 15, paper checks will be in the mail starting May 16, with the initial mailings completed by or around July 11, 2008.

The IRS has released the following Tax Rebate Payment Schedule, which is based on the last two digits of your Social Security Number:

Please note that tax returns filed after April 15, 2008 may require additional time to process and compute a tax rebate payment amount and will not be issued in accordance with the above schedule. People who file after April 15 and receive a tax refund can expect to receive their tax rebate payment approximately two weeks after receiving their tax refunds, but not before the date they would have received their rebate if the return had been processed by April 15.

Taxpayers must file by Oct. 15, 2008 to receive a tax rebate this year, otherwise eligible taxpayers will receive their 2008 tax rebate when they file their 2008 returns beginning in Jan. 2009.
11. If I file my taxes earlier this year will it move up the date when I receive my tax rebate?
Tax rebates (payments) will not be distributed until May, regardless of when you file your 2007 return. Taxpayers who file later than April 15 or file for an extension until Oct. 15, 2008, might receive their tax rebates later, however.
12. What if I'm not required to file a tax return, will I still get a tax rebate if I qualify?
Yes, but not in 2008. For example, about 15 percent of those who are eligible - as many as 20 million low-income Social Security recipients, retirement railroad beneficiaries and 250,000 disabled veterans - MUST file a 2007 tax return in order to receive the tax rebate (payment) this year.

Any funds for which you are eligible but missed, however, could also be received as part of your refund from your 2008 tax return which the IRS will send in 2009.
13. If I already filed, but did not include Social Security, railroad retirement or disabled veterans' benefits that would have brought me to the $3,000 qualifying income level for the tax rebate, what should I do?
Adding these benefits on an amended tax return will not increase an individual's tax liability but WILL establish eligibility for the tax rebate (payment). Taxpayers can use IRS Form 1040X to amend a tax return in order to qualify for the tax rebate.
14. If I don't need to file a tax return, but want to receive a tax rebate, what should I look for in a tax preparer?
Seek a well-trained and experienced tax professional with the expertise to know for sure and who has the ability to stand behind you if there are any questions about your tax situation.

Note: The tax rebate (payment) is subject to offset. This means that the IRS may capture it to pay unpaid liabilities such as back taxes, student loans or child support.
16. Why have Congress and the President taken this action?
There has been increasing pressure on Washington to do something to prevent the economy from falling into a steep recession. One possible way to help a lagging economy, at least temporarily, is to get money into consumers' hands and hope they'll spend it to stimulate the economy.

I hope this message finds you in good health and spirits. Sheila and I are doing well, as are our children, Sean and Kiley. We just wish they would stop growing up so fast.

Professionally, as the Station Manager and Program Director of The Catholic Channel on Sirius Satellite Radio, I have been quite busy since the beginning of the year preparing for Pope Benedict’s visit to the United States, which begins Tuesday when his plane touches down at Andrews Air Force Base I will have the honor of being at most of the papal events in both Washington, D.C. and New York and hope to meet the Holy Father next Saturday at Cardinal Egan’s residence in Saint Patrick’s Cathedral. The Pontiff’s apostolic message of love and hope is much needed in today’s often cynical and violent world.

Politically, I have remained active in trying to bring about the change we desperately need in Westchester . As you know, county taxes have risen 54% under Andy Spano in the last 8 years. With the economy heading for a major downturn and taxes surely to increase again, people are really starting to question this administration’s spending habits. In his State of the County address last week, Mr. Spano spent six minutes blaming everyone else for the painfully high taxes and 54 minutes justifying the need for his large bureaucracy. When asked by News 12 that evening if I was planning on running again for county executive, I gave them an honest answer: Yes, I am giving it strong consideration, but won’t make a final determination until early next year. I will spend the rest of 2008 raising money and helping other reform minded citizens get elected to federal and state offices. Washington , Albany , and White Plains are all broken and desperately need to be fixed.

The size and scope of county government has been growing exponentially and is at the point of unhealthy obesity. We must take action. Today, I am proud to announce that I am joining efforts in a bi-partisan manner with two Democrats, Greenburgh Supervisor Paul Feiner and Yonkers Councilwoman Joan Gronowski, in exploring ways the county can streamline and become more efficient, with a goal of lowering or at least stabilizing property taxes. Abolishing county government altogether is unlikely and maybe even unwarranted, but certainly needs to be explored as well. I invite you to attend our first meeting, April 30 at 7:30 pm at the Will Library, 1500 Central Park Avenue in Yonkers . Bring your ideas and help make this movement a powerful force.

Peekskill, NY- Republican Congressional Candidate George Oros condemned Rep John Hall’s vote to prevent consideration of the Tax Increase Prevention Act (HR 2734) on the floor of the House of Representatives yesterday. Last month Hall voted with House Speaker Nancy Pelosi to usher in the largest tax increases in American history. His vote yesterday made the catastrophic implications of his previous vote more of a reality.

“As millions of Americans struggle every day to keep up with the rising cost of energy, pay the monthly mortgage, and put food on the table John Hall has illustrated how out of touch he is with our district.” Oros stated. “Hall should be focused on cutting wasteful spending and pork barrel projects, not approving a $638 billion tax increase.”

The vote to prevent discussion of the Tax Increase Prevention Act has special significance, it occurred on April 15, Tax Day. “Apparently John Hall feels we should be paying a lot more in taxes; that will really hurt middle class Americans next year on April 15 when they are forced to shoulder the burden of a Congress that refuses to limit spending,” Oros said.

The $683 billion tax increase John Hall voted for raises taxes on married couples, families with children, senior citizens, small business owners and farmers:

·Nearly 48 million married couples will be penalized with a $3,000 tax increase

·Low-income families will be hit when the child tax credit is cut by $500 per child

·Almost 18 million senior citizens will have to pay an extra $2,100 in taxes

·About 27 million small-business owners will be strapped with a $4,000 tax increase

·Reinstating the Death Tax will cost taxpayers an additional $180.6 billion

Unless and until a candidate and the voters in the Peekskill school district demand the release of the security report by SERAPH, a firm that assits in security audits and crisis response, a report your tax dollars paid for, you will not be getting to the problems facing the district. Until a candidate and the voters demand to know why it will take two years for the six grade to enter the new school, you will not be as informed when you vote. I have wriiten about these issues in my Norht County News column "In My Opinion". I have done my part, you must do yours.

Peekskill, NY—Westchester County Legislator and Congressional Candidate George Oros (R,C-Cortlandt) opened his official Congressional Campaign office on Wednesday April 9th in Peekskill to a headquarters packed with family, including his wife Marianne and children John and Christina, friends, and supporters. Former Governor George Pataki and former Congresswoman Sue Kelly joined Oros and endorsed his candidacy for Congress.

“The endorsement of George Pataki and Sue Kelly is an honor. The confidence they have in this campaign is inspiring. I look forward to going to each Town and Village within the 19th Congressional District to bring our positive message of change to this District. This campaign is about what is best for the people and not special interests,” Oros said.

Former Governor George Pataki offered enthusiastic support for Oros. The Peekskill native highlighted the ability of Oros to work with both sides of the political aisle and accomplish what is best for the people he represents.

“Oros has proven himself in the Legislature. He works with everyone and finds practical solutions for his constituents. A New Challenger for New York’s Hall

First-term Democratic congressman and 1970s pop star John Hall of New York’s 19th Congressional District once again has serious competition for his re-election bid.

The Republican leader of the Westchester County Legislature, George Oros, Wednesday became the only top-tier candidate for the Hudson Valley district. It has lacked a strong Republican contender since businessman Andrew Saul abruptly dropped from the race in November, citing personal issues, after campaigning for one year.

Oros joins Iraq War veteran Kieran Michael Lalor in competing for the Republican nomination. Lalor has struggled to keep up with fundraising in the race; both Hall and Saul broke the $1 million mark in 2007 (the most recent figures available) Saul with the benefit of a $650,000 loan to his own campaign.

In making his announcement Wednesday, Oros was flanked by former Gov. George E. Pataki and Sue Kelly, who represented the district for a dozen years, indicating strong support from the state’s Republican establishment.

Speaking after his announcement Wednesday, Oros acknowledged he was entering the field relatively late, but said he expected to get the support he needed to win the election.

“I liken myself to one of those airplanes that leaves the gate late and then just gets a nice tailwind and ends up getting there on time anyway,” he told CQ Politics. “We’ll get done what we need to get done.”

Hall unseated Kelly in 2006 with 51 percent of the vote, aided by an anti-Republican and anti-incumbent tide that swept Congress nationwide. Oros said that despite lofty promises from the new Democratic majority, Congress was “out of touch and out of control, and I want to bring measure to that and bring the people’s voice back to the House.”

The primary is Sept. 9.

Spano Loses His Cool In 'Senior Moment'

Westchester County Executive Andy Spano must be feeling the pressure from all the talk about abolishing county government. Or was it just indigestion? Perhaps a bad hair day?

Well, it must have been something that got his goat.

Word has it he stormed off the set of a public access cable-TV show in Yorktown Wednesday morning because he didn’t like the questions the show’s host was preparing to ask him.

Spano was to be the featured guest on the half-hour “Senior Forum Show,” which is hosted by Catherine McLaughlin and Nick DiTomasso. The pre-taped program airs 5;30 p.m. Fridays on Channel 74. But you won’t see Spano on it tomorrow because he removed his microphone and walked off before the taping began.

McLaughlin said today that she was stunned and outraged by the executive hissy fit. The odd thing about it was that the topic dejour was a totally innocent exploration of possible funding for a new Yorktown senior center.

McLaughlin said as a courtesy she showed Spano three questions she was preparing to ask him. “He got up like a two-year-old in a tantrum” she said.

Holding a piece of paper, Spano shouted, “These were the questions that I was supposed to answer! I’m not answering any of those questions.”

Spano added, “We were supposed to talk about health issues.”

Neither McLaughlin nor DiTomasso knew where he got a separate list of topic issues. McLaughlin couldn’t placate him when she tired explaining that the show wasn’t about health care, but the year-long effort to get the senior center set up.

“I soft-balled him,” she said. “I didn’t want to hard-ball him because naturally, I want him as an ally to help the seniors.”

The hosts tried to get to come back to the set, but he refused. He left with his body guard.

“He was nasty, he was abrupt, he was rude,” McLaughlin said. “He got so red in the face I thought he was going to have a heart attack or something.”

The three questions they wanted to ask were as follows:

1) What funds are available for the seniors in Yorktown from the federal, county and state as comparative to the other Westchester municipalities and why do we not have the funding?

2). Is there a criteria and/or a formula established that provides equitable distribution for funds among the Westchester municipalities for senior centers?

3). As a long term resident elected official and senior citizen how will you assist in helping us achieve the goal of having a senior center here in Yorktown.

The show went on without him. McLaughlin went on the air and demanded that Spano issue an apology “not only as a constituent taxpayer but as a woman. He was rude and not a gentleman.”

Too bad none of this was caught on tape. It would have been a YouTube classic.

Sue Tolchin, Spano’s chief adviser, chuckled when I asked her about the alleged tantrum. Asked if her boss was going to apologize, she said, “No, no. I think they should apologize to him.”

Tolchin said DiTomasso set up the interview and the plan was to talk about county programs for seniors and medical issues.

“So we got the stuff ready for Andy to go on this program, and he gets on the program and that’s not at all what they want to discuss,” she said. “You just don’t do that.”

I asked Tolchin if Spano could have winged it. She said, “I guess he didn’t want to wing it, Phil.”

State of the County is Not a Pretty Picture

Minority Caucus maintains County government is out of touch with reality

The Republican Conference of the Board of Legislators said Westchester County Executive Andrew Spano demonstrated in his State of the County address how out of touch he and county government are with the financial hardships many residents are facing today.Minority Leader George Oros (R/Cortlandt) maintained the best way to measure the ‘State of the County’ is through the real life struggles people throughout Westchester are dealing with on a daily basis.

“The reality is we all know what the State of the County is, and it’s not a pretty picture,” Oros said. “What was once taken for granted is suddenly getting out of reach. As people are being financially squeezed and forced to make painful choices they could never have anticipated, County government continues to do business as usual.”

“Before you can solve a problem you have to acknowledge a problem exists,” said Minority Whip Jim Maisano (R/New Rochelle). “We cannot keep spending more and more tax dollars while raising property taxes to fund this rapidly growing county government. We need fundamental change in the county government to address this spending crisis. This government is out of control and we are driving middle class taxpayers out of Westchester.”

Oros stressed at a time when businesses are cutting back and unemployment is rising, the County Executive increased the payroll by 4% over the last two years. Meanwhile, that same workforce is being treated as second class citizens having worked two years without a contract.“Not only is such action morally wrong, it is fiscally imprudent,” Oros said. “Failure to have a fair contract only delays and compounds the severe impact to the taxpayers.”

Speaking of taxpayers, Oros said it is “unconscionable” how county taxes have increased 57% in the past seven years. At the same time, the Consumer Price Index for the region during the same period only rose 26%---less than half the rise in the county tax rate.The Minority Conference, which also includes legislators Gordon Burrows (Bronxville) and Bernice Spreckman (Yonkers), proposed reducing this year’s budget by $16 million. For the last four years, the Conference has consistently offered real alternatives and an olive branch to work in a true bi-partisan manner to get taxes down, to no avail.

“It’s not uncommon for some people today to juggle two or three jobs to try to stay afloat in this county,” Oros said. “Look at the residents in Yonkers who were shellshocked to discover their 2008 county taxes were raised by 24%. A tax hike of that magnitude can force a family out of their home.”

The Minority Conference has also proposed reforming the way the county’s Board of Acquisition & Contract operates. Under the current system, millions of dollars of lengthy contracts are approved without any debate, discussion or a vote of the Board of Legislators. To curtail that, we have proposed any contracts or leases of five years or more, including renewals, must be approved by the full Legislature.In addition, we recommended the Public Works commissioner be replaced on the Board of Acquisition & Contract by the budget director; each meeting be electronically recorded; and no emergency contract can exceed three years.“It is clear there is a need for more open, honest and ethical government,” Burrows said. “We need to implement stronger checks and balances within the county to protect taxpayers.”

Oros vowed the Republican minority would continue to present initiatives that will increase government accountability, reduce spending and streamline County government.
“How can we make this dim picture brighter? We can start by bringing a dose of common sense and an understanding of the real problems people are facing throughout this county to the decision makers,” Oros said. “Every day we use common sense to make daily decisions, so common sense should be the barometer we use to determine if the ‘State of the County’ is what it ought to be.”

“Once again, (County Executive Andrew Spano) offered up nothing but a litany of excuses and blame as to why property taxes are painfully high. It’s outrageous that he spoke for one hour and had a video produced justifying the need for a bloated county government but only six minutes n the property tax crisis. It’s even more absurd that he claims here’s nothing he can do to lower or even stabilize taxes and spending, yet he can save the world from global warming. Andy Spano has been in county government since 1982. Clearly, he is out of touch and out of control.”

Peekskill rewrites marshal contract

Contentious partisan debate
continues over appointment

The city of Peekskill moved forward with its controversial efforts to appoint a new city marshal by drafting a new contract after the appointee refused to sign the original agreement, fearing that the restrictions it contained could harm his locksmith business.
The new language in the contract would allow marshal-appointee David Hale, a locksmith by trade, to perform locksmith duties while serving as marshal, but only for customers he already had business arrangements with. It also states that Hale cannot advertise his services as a city marshal through his business, nor can he advertise his locksmith business while serving as a city marshal.

Controversy surrounds the appointment and subsequent rewriting of the contract because Councilwoman Cathy Pisani, the lone Republican on the council, claimed the move was a conflict of interest. Pisani contends the conflict exists because Hale leases business space in a building owned by the Mayor Mary Foster’s husband. Pisani said because Hale is Foster’s husband’s tenant, the Mayor benefits from Hale’s appointment. Additionally, the councilwoman accused the mayor of denying ownership of the building in which Hale is a tenant at a Jan. 22 meeting.

“Disclose to the public [that] your husband owns that property,” Pisani said at the meeting.
Foster said the appointment was not a conflict of interest because the job is technically not with the city. Any compensation the marshal receives comes from the courts.
“I’m tired of your lies and distortions” Foster told Pisani. “I can’t throw [Hale] business. He works for the courts. If there was a person who lived in a building that I own, couldn’t they apply for a [city] job?”

Foster has contended from the beginning that the idea for Hale’s appointment was not her own, but came from a recommendation made by the chief of police.
Police Chief Eugene Tumolo confirmed Foster’s assertion.
“I suggested [Hale] to the mayor and the counsel” the chief said. Tumolo told the North County News that he had had Hale in mind for the position for some time, and that Hale had expressed interest in the job should it become available.
Tumolo said it was he who instructed Hale not to serve as city marshal until the contract issue was resolved.

But Pisani said she took exception with the way the marshal’s contract had been rewritten, demanding to know why she wasn’t included in the decision to rewrite it.
City manager Dan Fitzpatrick countered that he “didn’t need permission” to rewrite the contract, and that he was working to make sure the wording met the satisfaction of the council after Hale had refused to sign the original contract.

Some members of the council members also expressed their displeasure with Pisani’s accusations.
“This has been blown way out of [proportion],” said Councilwoman Drew Claxton at Monday night’s city council meeting.

Councilman Joe Schuder agreed. “This is a waste of the public’s time,” he said.
Pisani later said she was upset that there was no public discussion about the contract before it was re-written. She was also concerned that the position wasn’t publicly posted. The councilman also claimed that Hale lacked the experience necessary for the job, saying the difference between Hale and the city’s other marshal, Greg Lazat, “was like night and day.”

In other news:
* Councilwoman Drew Claxton brought up the idea of instituting a “policy of respect” towards Peekskill citizens to avoid slander or libel suits against the city because of things said by city officials at council meetings.

MY COMMENTS ON THIS:

This "policy of respect" is in response to the "City Marshall" isssue. I have seen no slander or libel in this issue. Councilwoman Pisani cited ordinaces and law in her e-mail to the NCN. This falls under proper political dissent. I feel this "policy of respect" smacks of political censorship. It is an attepmt to silence dissent from the minority party through intimidation. The consideration of a policy such as this is an affront to the political process. What ever you feel of Councilwoman Pisani"s conclusion or interpratation of the ordinances and law, she had a right to speak out. I find this an amazing move by someone who was once the minority member on the council. In all that time did the majority ever try to pass an ordinance to silence her? The answer is no!!!!!
