SCARING PEOPLE INTO INACTION

DEAR READERS:

I HAVE COME TO THE CONCLUSION THAT TO BE IN OPPOSITION TO PROGRESS HISTORY BEGINS EVERY MORNING. IT ISN'T ENOUGH THAT FOR MOST PEOPLE HISTORY BEGINS THE DAY THEY WERE BORN, (UNLESS YOU ARE A DEMOCRAT, THAN HISTORY BEGAN ON JANUARY 17, 2001). I APPARENTLY AM OF THE RARE BREED THAT BELIEVES THERE WAS A HISTORY EVEN BEFORE I WAS BORN (OVER A HUNDRED YEARS AGO). I BRING THIS UP AS A STARTING POINT AFTER SEEING AND READING OVER THE LAST THREE WEEKS THE UPROAR OVER THE PROPOSED PEEKSKILL DOWNTOWN DEVELOPMENT PROPOSITION (BROAD STREET TO BANK STREET.....MAIN STREET TO PARK STREET). SO FAR THERE HAVE BEEN TWO HIT PIECES IN THE PAPERS DESIGNED TO INFLAME THE POPULACE WITH SCARE TACTICS IN ORDER TO HALT THIS DEVELOPMENT. AND SCARE THE POPULACE THEY DID. THERE IS A NEFARIOUS PLOT TO SCARE PROPERTY OWNERS THAT THE EVIL REPUBLICANS ON THE PEEKSKILL CITY COUNCIL ARE GOING TO TAKE THERE BUSINEES AND HOMES THROUGH THE USE OF EMINENT DOMAIN. THEY WILL BE THROWN ON THE STREET WITH NO WAY TO FEED THEIR FAMILIES. ON TOP OF THAT, THEY ARE GOING TO INSURE THAT THEY WILL CONTINUE TO BE SICK BY TAKING AWAY THE PEEKSKILL HEALTH CENTER. I WATCHED THE PEOPLE OF PEEKSKILL BERATE THE COUNCIL OVER THESE UNFOUNDED FEARS.

LAST ELECTION CYCLE, THE DEMOCRATS RUNNING FOR OFFICE USED AS ONE OF THEIR MAIN PLANKS THE SAME DEVLOPMENT OF DOWNTOWN PEEKSKILL. THERE WERE AT LEAST TWO PROMINENT ARTICLES IN THE RUN UP TO THE ELECTION ON HOW THE EASTERN ENTRANCE TO PEEEKSKILL NEEDED TO BE UPGRADED. SO THE FIRST QUESTION ONE MUST ASK IS IF THAT DEVLOPMENT WAS SO GOOD BEFORE THE ELECTION, WHY IS IT SO TERRIBLE NOW? EASY ANSWER IS THAT THE REPUBLICANS ARE DOING IT. SO NOW THERE IS A STUDY BEING DONE ON THIS AREA TO SEE WHAT MUST BE DONE INCLUDING A BLIGHT STUDY. THIS IS WHAT HAS SCARED PEOPLE, THIS STUDY, SHOULD IT CONCLUDE THAT PARTS OF THE AREA ARE BLIGHTED, WOULD ALLOW THE CITY TO USE EMINENT DOMAIN. NOW LAST ELECTION CYCLE THIS SCARE TACTIC WAS USE BY THE OPPOSTION REGARDING THE RIVERFRONT DEVLOPMENT. YET, NO EMINENT DOMAIN HAS BEEN USED TO MOVE THIS PROJECT FOWARD.

NOW YOU WHO READ ME REGULARLY KNOW MY POSITION ON EMINENT DOMAIN AND THE SUPREME COURT DICISSION EXPANDING THE GROUNDS GOVERNMENT CAN USE. ANY MAYOR WOULD BE DERILIC IF HE OR SHE DID NOT KEEP ALL THEIR LEGAL OPTIONS OPEN. THIS DOES NOT MEAN THEY WOULD USE THIS OPTION. HAVING THE RIGHT TO DO SOMETHING DOES NOT MEAN IT IS RIGHT TO DO. SO FAR THE MAYOR HAS SAID HE HAS NO PLANS TO USE EMINENT DOMAIN, AND AS HISTORY HAS PROVEN, HE IS A MAN OF HIS WORD. UNTIL PROVEN OTHERWISE I WILL TAKE HIM AT IT. SHOULD THE LAST ELECTION HAVE COME OUT DIFFERENT, THE NEW MAYOR WOULD HAVE DONE THE SAME STUDIES, AS NOT TO DO SO, WOULD BE A DISSERVICE. SO RIGHT NOW WHAT YOU HAVE IS AN OPPOSTION THAT IS USING SCARE TACTICS TO PUT POLITICS OVER THE BEST INTERESTS OF PEEKSKILL.

RIGHT NOW I WILL RESERVE JUDGEMENT UNTIL THESE STUDIES ARE COMPLETE. IT WOULD BE BEST FOR THOSE IN OPPOSTION TO REFRAIN FROM THIS DEMONIZING UNTIL THEN. SCARING PEOPLE IS A NASTY WAY OF STOPPING PROGRESS. IT LOWERS THOSE WHO USE IT, AND BREEDS CONTEMPT FOR GOVERNMENT. IT DOES NOT MATTER WHO GETS CREDIT, AS LONG AS THE CITY BENIFITS.

peekskill resident and democratic candidate DARREN RIGGER has won the putnam county convention. JOHN HALL came in second. town of cortlant resident BEN SHULDINER AND yorktown councilman JAMES MARTORANO tied for third...worth noting, money leader JUDY ADYELOTT came in last.

JUDY ADYELOTT came in last. show you in this election where you stand on the great isssues before us counts more than money

yorktown councilman JAMES MARTORANO first, peekskill resident DARREN RIGGER second, JUDY ADYELOTT third, JOHN HALL fourth and cortlant resident BEN SHULDINER fifth. peekskill resident DARREN RIGGER seem to have consistantly strong showings, keep an eye on him.

When people have nothing "intelligent" left...they use scare tactics. It's a sign of weakness.
If one can't level the argument...one simply raises the volume. It's a "human" thing. Therefore, have no fear of what "if's" and the" boogie" people!! We are a nation [under God]...give those in authority your support. Until, there is clear proof of "abuse" of [said] authority.

this is completely inaccurate. we have fought for the revitalization of downtown and fully support the use of studies and solid planning to do so. what we don't agree with is the use of "the big stick". whether eminent domain is used or not, the ability to use it has detrimental economic effects on any district and puts all property owners at a disadvantage when negotiating with whoever the one "redeveloper" will be. as with the riverfront development, the community redevelopment plan states that all properties on the "aquisition area" will be purchased through negotiation with the developer or, as a last resort, taken by the city through eminent domain. given those as the only two choices the developer is put in the position of power over the property owner. i keep hearing people say how they disagreed with the supreme court decision. i"ld like them to stand by their word and not use it when it benefits them.

it is unfortunate that people who live here in peekskill are soreading these unfonded rumors. i, for one, look foward to the development of peekskill. my husband, who is from tarrytown, has mentioned numerous times that today's peekskill is much like tarrytown was. tarrytown today is much more desirable and valuable than it has ever been, while maintianing its charm and family oriented atmosphere. as a peekskill homeowner, i wish the same for peekskill. however, i have my concerns.

as a comuter, in the 8 years that i have been taking metro-north to work, i have seen personally how large the peekskill population has become. the train station is already enormously congested with cars, buses andpeople when the train arrives. how bad will this congestion become once the development of future garages and retail spaces begin? what detours will have to be put in place for everybody to get arround in safely? this has me worried. i am sure the board will keep this in mind as one of the top priorities in the development plan.

i look foward to hearing more about the devlopement plans as they unfold. thank you

i agree with what mayor testa is doing for the peekskill downtown development. we shouldn't be jumping to conclusions on what the mayor is doing until the studies are complete and the voting public has a chance to see them. shame o0n the democrats for trying to prevent the growth of peekskill and scaring the hard working merchants.

Is everyone here that ill-informed? Here are the facts: a blight study, whether in the end the neighborhood is determined to be "blighted" or not, automatically decreases the value of the property that is in the study area. so if one of those business owners, say Peekskill Paint and Hardware, wanted to sell, they are now screwed because no businessman in their right mind would want to purchase a piece of property that is in an area that has the potential to be taken by the government.

Andy, once again you are playing politics. you're showing your true big government colors. how dare anyone, any government, be given the right, whether they choose to use it or not, to take someone elese's private property. your so willing to trust politicans... another big government concept. giving the government the right and opportunity to take your personal property...they used to call that communism, but because it's being advanced by your favorite politician you are making excuses again. I have yet to see you stick with principle. Stop playing partisan politics. this was a bad decision for many reasons. It was bad economics, bad politics, and the process was closed door. Even the President of the Chamber of Commerce said he had no idea any of this was going on until the media reports.

Shame on you Andy. I guess you're just a blinded, Testa-communist who support a government-driven approach to life and economics, and blindly follow your leader because you trust him (yeah a lot of people trusted the revolution and the vanguard too in 1917, look where it got them).

Sad Andy, I expected more from you. But once again you prove your simply a political hack.

If there were noble intentions behind commissioning the blight study, then why the secrecy? why the sudden springing it on the council? Dont you think such a touchy matter requires taking those affected by it into confidence first? It is not the Democrats that are scaring the populace, its the esteemed mayor with the "Open Government"
