Dear Readers:

Rumor season is over, silly season begins. The slates for the local races are set. Even though when you read the press reports that the candidates say they will stick to the issues, the whispering is that some of these races will turn nasty real fast. I have said many times, politics is not for the faint of heart. However I must state here and now my line in the sand.

In many of these local races I have not only political friends but personal friends running. I have vowed to stay on the sidelines in a number of these races other than to write about issues these candidates will be facing and my opinion as to where they should come down on them. I can not make any endorsements in my NCN column "In My Opinion", that is the responsibility of the editorial board, so if I have any to make they will be here.

Where these candidates stand on the issues are fair game. Their votes, their body of work, are fair game. What they have done on various committees and commissions is fair game. Also as most have secondary lines they are running on, whether they reflect the platforms of those parties is also fair game. I have made my thoughts on the recent Conservative Party endorsements known. You now have candidates that have Working Families Party endorsements and Conservative Party endorsements. This hypocrisy is fair game. This is what elections are about, or at least what they should be about.

Here is my line in the sand. Any attacks on the integrity or personal honesty of any of the candidates is out of bounds. I said personal honesty as a clarification. Any candidate that does a 180 on the issues, saying on thing to one group and something else to another is fair game. Out right lying about a candidate's stand on issues or even an innuendo that does not honestly reflect their position is out of bounds. Any attack on a candidate's family(spouse or children) I will take as a personal offense, same goes for attacks on their business as a few are private business owners. You do not attack a candidate's means of feeding their family. They are already risking business by running for office already, that's their choice, it is not up to an opponent to make matters worse.

I state here and now, any candidate that crosses this line in the sand, I will write for their defeat in this election season. You can take that to the bank. Even though I have said politics is not for the faint of heart, actions do have consequences, and I have stated those consequences. I will hold these candidates to the actions of those who speak and act in their names. I have been in the game long enough to know these candidates have organized letter writers and behind the back whisperers. They do not act with out the candidates and/or their parties blessings. These are my rules, I can do this, this is my stand, you have been warned, let the race begin.

A MESSAGE FROM CANDIDATE FOR WESTCHESTER COUNTY LEGISLATOR DOMENIC VOLPE:
VOLPE ANNOUNCES BID FOR WESTCHESTER COUNTY LEGISLATURE; CAME WITHIN 200 VOTES OF SECURING SEAT IN 2007

Domenic Volpe, who came within a hair of securing a seat on the Westchester County Board of Legislator s in 2007, announced he would run for the seat this year. Volpe, a Cortlandt resident and Peekskill business owner, touted his experiences as a small business owner and record working with officials from both sides of the aisle as the key reasons why he is uniquely qualified fo r the seat.

“As a small business owner, I know too-well the growing burden of property taxes and wasteful government spending,” said Volpe. “In 2007 I ran on a platform to reduce county taxes and trim the fat in the county budget. Since that time, community groups have emerged to tackle this issue, New York State Attorney General Andrew Cuomo has been pushing state legislation to reduce local costs, and County Executive Spano has proposed sharing services as a means of saving tax money.”

Earlier this year, long-time County Legislator George Oros, a Republican, announced he would not be seeking reelection to the board. Oros currently serves as minority leader for the four remaining Republicans in the legislature. Democrats control the board wit h thirteen seats. While a forceful advocate for District 1, as a Republican, Oros has had little-to-no success in scaling back the size of county government because of his minority status on the board the last two years.

“What we need in this seat is someone who has the ability to actually affect legislation and attack the growing property tax problem,” said Volpe. “We need someone with a record of working with members of both sides of the aisle, particularly Democrats, who chair committees and have the ability to actually set policy. We also need someone who has strong working relationships with our local officials. I have those relationships with Cortlandt Supervisor Linda Puglisi, Peekskill Mayor Mary Foster, and Yorktown Supervisor Don Peters.”

Volpe listed a host of initiatives he plans to address on behalf of Cortlandt, Peekskill, and Yorktown, maintaining services at the VA Montrose campus, a solid waste management ag reement between Peekskill and the county, ensuring that the Cortlandt ash pit is permanently closed, and delivering county legacy funds for a Yorktown senior center.

“The residents of Peekskill, Cortlandt, and Yorktown deserve an official=2 0who understands the difficulties of making ends meet in a county with the dubious honor of being the highest taxed in the nation, be it school taxes, local taxes, or county taxes,” continued Volpe. “They also deserve a legislator who can get thi ngs done and has a record of working with Democrats. What is with our New York State Legislators? First it was the Star assessment reduction and rebate checks and now those who sell drugs near school grounds can now sail through a background check and get a job as a teacher in our schools. In the assessment and drug bills it is apparent that no legislator read the bills presented to them. No one said anything until weeks after the bills were passed. I strongly suggest that no legislator should vote for any bill either yes or no until he swears that he at least read it once.

Now the same NYS Senate democrats who voted to do away with the star rebate program now wants to bring it back. Why did they vote to eliminate it in the first place. Now they want us to believe that they are fighting for the taxpayer and seniors. Do they think we are that stupid.

The Westchester County Independence Party today endorsed three “outstanding public servants” for the November election: Tony Castro of Rye for District Attorney, Paul Feiner of Greenburgh for Supervisor and Maureen Walker of Mount Vernon for Comptroller according to its Chairman, Dr. Giulio Cavallo.

“In 14 years as a prosecutor in the Bronx, Tony Castro tried and convicted killers, rapists, child abusers and abusive spouses, actually putting the worst of the worst behind bars, often for life,” Cavallo said. “That distinguishes him from the incumbent – who has never prosecuted a felony case in the courtroom nor presided over one while a judge.”

“And unlike the incumbent, Tony Castro has remained true to his values: he is a lifelong Democrat whose commitment to fairness, justice and equal treatment under the law is well known,” Cavallo said. “Ms. DiFiore, on the other hand, remains true only to her own political survival. Her values and political allegiances are based in expediency, not principle.”

Cavallo called the party’s endorsement of DiFiore in 2005 “...my greatest mistake as a political leader. I thought her able and her motives sincere and simply put, I was wrong."

“Tony Castro will restore our American ideals of fairness, equal treatment under the law and simple competence to the District Attorney’s office,” Cavallo said. “That’s why Westchester needs him now.”

In the race for Greenburgh Town Supervisor, the Independence Party has endorsed Paul Feiner for re-election, Cavallo said.

“Since taking office as Town Supervisor in January, 1992, Paul Feiner has show himself to be be a gutsy, imaginative and dedicated public servant,” Cavallo said. “His attention to constituent services as a County Legislator was well known but his ability to carry his passion as for the well-being of the people he serves into the Supervisor’s office is remarkable.”

“Thanks to Paul Feiner, Greenburgh town government is open and accessible,” Cavallo said. “Greenburgh is also well run: Moody’s has increased the Town’s bond rating three times in five years and residents enjoy a historical low crime rate. Assemblywoman Galef Announces 2009 Senior Forum *

/(//June 10, 2009//)/ Assemblywoman Sandy Galef has announced her annual Senior Forum, which every year brings together over 100 seniors from the 90^th AD for an informative and engaging morning. This year’s Forum will be held on *July 9, 2009** from **9 a.m.** to **12 noon**, at **Cortlandt** **Town Hall**, **1 Heady Street**, Cortlandt Manor* and is also being sponsored by Hudson Valley Hospital Center.

The theme for this year’s Galef Forum is *“Let’s Enjoy the Hudson Valley as We Celebrate the Quadricentennial,”* a day to learn about tourism opportunities in and around the Westchester and Putnam communities such as historical sites and places that are fun for the whole family, with a special focus on local Quadricentennial events occurring throughout the summer and fall. Much of the 90^th AD is located along the Hudson River, giving many communities in Galef’s district a special connection to the Quadricentennial, the celebration of the 400th anniversary of Henry Hudson’s historic voyage up the river that is now named after him.

“It’s a great time to get out and enjoy all the Hudson Valley has to offer,” Galef said. “While this is a difficult economic time, there are places to visit and things to do all summer long in the area for little or no cost. Going out and visiting new places, trying new restaurants, this is entertainment that is affordable and at the same time you can support the local economy.”

The morning begins with a breakfast provided by Hudson Valley Hospital Center, followed by storyteller Jonathan Kruk who will present a short story of the journey that Henry Hudson faced. Following Mr. Kruk, Barbara Fratianni, Assistant Director of the Hudson-Fulton Champlain Quadricentennial Commission, will present information on local and statewide Quadricentennial events. Kim Sinistore, the Director of Westchester Tourism, will discuss local Quadricentennial and county events that are being planned, as well as sites in Westchester County that are exciting for seniors to visit. Valerie Hickman, Director of the Putnam County Visitors Bureau, will be discussing information on Putnam’s tourism sites and Quadricentennial events occurring in Putnam County. John Dennehey, Senior Planner for the Hudson River Valley Greenway and the Hudson River Valley National Heritage Area, will present regional information on the area’s historical sites.

Lastly, Dr. Gary Phillips, a board certified endocrinologist at Hudson Valley Hospital Center, will discuss “Healthy Living with Diabetes” and “Ways to Prevent Diabetes”.

BALL Votes against “Farm Death bill”
Advocates legislation to plant seeds of agricultural renewal

Assemblyman Greg Ball (R, C, I – Patterson) voted against Assembly Bill 1867 this week, legislation that would impose unnecessary and expensive mandates on agriculturalists throughout the state.

“I fully support measures which ensure that workers receive a livable wage and have benefits and services, such as workers’ compensation insurance,” Ball said. “A1867 does not consider the farm worker itself. I grew up around farms and know first-hand that most farmers out there treat their employees very well and offer services, such as health and dental insurance, which even some bureaus of the state and federal government do not offer their employees.”

The bill was widely opposed by the New York State Farm Bureau, National Federation of Independent Business, and The Business Council.

“Moreover, this bill and the debate surrounding it highlights the fact that New York’s hostile business climate is just getting worse,” added Ball, who is a past recipient of the Farm Bureau’s coveted Circle of Friends award. “Farms are closing up shop. This changes the landscape of our state – literally. In my community, we are fortunate to have many stables and farms that add to all of our quality life and help keep our food costs down. If the farms close, the workers lose their jobs and we all lose out in terms of quality of life.”

Ball countered with several pieces of legislation he authored that he said would be better alternatives to aide those who earn their living “on the black dirt.” His legislative package includes A.7205, previously passed by the Senate in 2008, which establishes a working farmland property tax credit for land owners within agricultural districts. Ball is also the author of A.7485, to provide state aid payable to taxing jurisdictions for the difference between the taxes on the full value of agricultural property and the agricultural assessment value. Ball has also sought to expand the Agri-Business Opportunity Zones program, established under Governor Pataki in 2004, with A.8539, to create green collar jobs in the Hudson Valley. Ball also plans to limit farm liability through a tort reform package that would extend limited liability to farm U-pick operations and horseback riding facilities in order to protect such farms from open-ended lawsuits, as well as introduce legislation to create the crime of agricultural adulteration to protect the state's agriculture industry from terrorist attack.

“Before the adjournment of session, I urge the leadership in the Senate and Assembly to move forward with any legislation that would grow and protect our vital agriculture industry – though the ‘farm death bill’ is clearly not the answer we need,” Ball concluded.

OC PUSH: Virtual Kickoff, Town Hall Meetings, “On Your Corner” Events, Fundraiser

19th congressional district candidate Assemblyman Greg Ball (R, C, I - Patterson) will barnstorm Orange County this month with numerous events geared towards raising awareness of his campaign and developing a fuller understanding of the specific issues facing Orange County residents in particular.

“Over the next eighteen months, I plan to breathe, sweat and live Orange County,” Ball stated early this morning. “I intend to run a grassroots campaign, personally reaching out to the voters, asking for their support and personally explaining my positive vision to reclaim America’s promise for working families in the Hudson Valley.”

Ball announced he would kickoff the Orange County Campaign digitally, through a virtual town hall meeting that would call and reach tens of thousands of registered voters in Orange County, and allow other residents of the 19th Congressional District to call in and participate online.

“Greg seems to understand the importance of bringing his grassroots campaign of kitchen table issues to get the economy back on track here in Orange County, while Congressman Hall has been so busy ramming through trillions of dollars in unaccountable bailout spending in Washington that we're beginning to forget what he looks like,” said William DePropso, Chairman of the Orange County Republican Committee. “Luckily, I can always refer to my copy of Waking and Dreaming.”

Towards the end of the month, Don and Kathy Beeler of Orange County will be hosting a fundraiser for the 31-year old Assemblyman at their home, featuring guest speaker Gary Bertnsen, a former top CIA official who led the task force to hunt Osama bin Laden at Tora Bora. The event’s host committee includes DeProspo, Orange County Sheriff Carl E. DuBois, State Senator William S. Larkin, Orange County Legislature Minority Leader Michael Pillmeier, Chester Town Supervisor Steven Neuhaus and Blooming Grove Republican Chairwoman Katie Bonelli.

Ball also stated he and his volunteers would be joining local elected officials and candidates to blanket dozens of Orange County “street corners” each weekend in June as part of his “Your Future Congressman on Your Corner” campaign, leading up to town hall meetings in Warwick, and an ‘On the Black Dirt’ farm forum in Pine Island scheduled for June 20.

Ball’s currently represents 22% of the 19th congressional district, yet his current district does not include any part Orange County.

Dear Readers:

In a story below, you will read what appears to be Democrat nominee for Yorktown Council, Dave Paganelli endorsing Republican nominee Terrence Murphy for Yorktown Council. Actually that is what the respective party leaders will read. That is because party leaders are so partisan that they can not abide a candidate saying anything nice about a member of the opposing party even if it's the truth. The party kool-ade supercedes the truth. This is what's wrong with politics and is the main cause of voter apathy.

Paganelli speaking as a restaurant owner was speaking about another candidate, a fellow restaurant owner. As a person who spent most of his adult life in the restaurant business, I can tell you this is a special fraternity. To succeed you have to treat people as individuals not hyphenated groups. The only thing that really matter is that the customer can pay the bill. You also know you cannot run at a loss and prosper, nor can you continue to price yourself out of business. Unlike politicians who can raise taxes when they spend more that they take in because the citizen is a captive audience, a restaurant owner knows the value of a dollar. They also know there are no paid sick days of paid holidays, you don't work, there is no income.

What you the voters are seeing a breath of fresh air. People running for office who are willing to speak the truth to you regardless of party label. For you apathetic voters who see no difference in candidates, you should now cheer this. These are the type of candidates you have been wishing for. These are the type of candidates you should be supporting. To now feign outrage that your candidate would compliment another candidate from another party is like wanting to go to heaven with out dying to do so.

Tell your party leaders to back off. Let's not turn on the darkness. Let honesty and honest candidates reign.

Peters heads Yorktown Democratic slate; first-timer Paganelli backed for board

YORKTOWN - Supervisor Don Peters will seek a second term this fall, leading a Democratic slate that includes a Town Board incumbent, a first-time candidate and a councilman looking to become a justice.

The Democratic committee caucused Monday, with the Town Board opening created by Councilman Matt Metz's plans to step down drawing the most interest.
Of the seven candidates interviewed for the two board seats, Councilman Louis Campisi and restaurant owner Dave Paganelli got the nod. The committee cross-endorsed Republican Eric DiBartolo for another term as highway superintendent while Metz, an administrative law judge for Westchester County and a former Bronx County prosecutor, was nominated for town justice.

"If we pull it off, we would be making a little bit of history," Metz said, noting no one on the committee could recall a councilman running for justice. "After eight years on the board, and it's been a great eight years, I think I'm at the point where I would be excited about a new challenge."

This is the first run for Paganelli, who owns The Travelers Rest on Route 100.
"My thinking is the whole public servant part of running for public office has been lost on a lot of people," the 30-year resident said. Paganelli, 54, supports consolidation of public services and said taxes are out of line. Despite the bad economy, he said it was a good time to be involved in government because people were more willing to make tough choices.

Paganelli said Terrence Murphy, a GOP nominee for Town Board, brings a similar perspective as a fellow restaurant owner. Murphy agreed. "You'd have three guys who know how to run a business," he said, referring to Paganelli and Peters, who owns a sporting goods store in town. "If you have $50 million in revenue and your expenses are $51 million, that's a problem. It doesn't take a genius to figure this out. You can't keep passing these costs on to the taxpayers."

Mark Drexel is the GOP's second board candidate. Some who failed to win the Democratic nomination expressed displeasure Tuesday at a Town Board meeting.
"This was the Democratic Party's chance to make the case for the rest of the Democratic voters in Yorktown that they're at least willing to put up somebody that represents their own party," said Steve Gardner, seeking a highway superintendent nomination.

Nick DiTomaso, a Town Board hopeful, also expressed his dissatisfaction.
Party Chairwoman Tricia Mulligan said the caucus was the party's most open in years, letting members nominate and vote for their choice of candidates in open forum.
Gardner and DiTomaso were interviewed by the committee but not nominated. Gardner said he hasn't decided on seeking a primary but plans to run independently.

MTA Payroll Tax Devastating to Westchester
Oros Raises Concerns to State Senate Delegation at Public Hearing



Westchester County Legislator George Oros (R/Cortlandt) expressed his concerns about the affect recently enacted state legislation imposing a payroll tax on residents and businesses will have on Westchester and 11 other counties in the Metropolitan Transportation Authority region during a New York State Senate public hearing.


Speaking before the Program Development Committee at Mercy College in Yorktown, Oros told the panel of Republican state senators, all of whom opposed the controversial payroll tax, Westchester alone would have to find $1.6 million that was not accounted for in the 2009 budget to cover the tax.

“It’s going to have a devastating affect. It was just wrong,” Oros said. “This outrageous decision will slow economic recovery, hurt not-for-profit agencies and severely hurt small businesses and middle class working families.”

The bailout bill for the MTA mandates that all employers, including not-for-profits and school districts, will have to pay 34 cents per every $100 payroll expense in taxes.

In February, Oros led a coalition of Lower Hudson Valley county legislators in calling attention to the so-called mobility payroll tax that was being considered to help offset the MTA’s reported $1.2 billion deficit. The tax was recommended by the Commission on Metropolitan Transportation Authority Financing in a report to Governor David Paterson.

In the MTA region, which includes Westchester, Putnam, Dutchess, Rockland and Orange counties, municipalities and employees currently pay six separate taxes or fees to the MTA. Westchester County government provides $37 million as a direct subsidy to the MTA.

The panel was convened to hear from business people their concerns about how to make New York State more business friendly. In addition to the MTA Payroll Tax, Oros emphasized to the Senators the need for the state bureaucracy to be more “consumer” oriented and keep in mind that “state agencies and departments work for the taxpayer – not the other way around.”

“It’s good to see legislators from Albany get into the community and see and hear what happens in the real world,” Oros said.

I support efforts to rehabilitate those suffering from drug addictions; however, concealing a criminal record of any kind to potential employers undermines all of the protections we have worked so hard to put into place. I urge Governor Paterson and the legislature to repeal this provision before it is set to take effect on Monday."

*Assemblywoman Galef Applauds Passage of Bill to Help Ease Local Government Consolidations or Dissolutions*

Legislation Could Lower Taxes, Streamline Services for New Yorkers/*

(June 2, 2009) /Assemblywoman Sandy Galef announced new opportunities for consolidation or dissolution of local governments. The passing of the N.Y. Government Reorganization and Citizen Empowerment Act (A8501) on June 1, 2009 which Galef co-sponsored will empower citizens, officials, and counties to reorganize outdated and inefficient local governments. Through a series of user-friendly procedures, individuals will be able to consolidate or dissolve local government entities more easily than before.

“The recent economic downturn has given us an opportunity to reform governments at all levels. There are 10,521 local governments in the state. It is time government does its part to minimize layers of government which result in waste and duplication of services so that we can deliver real tax savings to working families,” said Galef. “In April, I started a task force in my assembly district to look at ways we can reduce overhead and streamline operations at the local level to offer services more efficiently. This bill will surely be of interest to the members of my task force as well as all the residents of my district,” Galef stated.

A recent example of the cost of these many layers of government which has been circulating is that of the Gordon Heights Fire District on Long Island. It has been reported that people living in this district pay as much as $2,600 in property taxes for fire protection.

Under the act, the consolidation or dissolution of local government entities may be initiated in one of two ways:

* A*/ /governing body-initiated process* is triggered by the
development and approval of a proposed written plan for
consolidation or dissolution, followed by the plan’s publication
and public hearings aimed at maximizing citizen participation.

o Consolidation of local government entities other than towns or villages may go into effect after the governing body or bodies give final approval to the plan; and

o Consolidation of towns and/or villages cannot go into effect without the approval of a majority of voters residing in each of the affected entities by referendum. Likewise, the dissolution of a village must be approved by a majority vote of village voters.

* A*/ /citizen-initiated process* is triggered by the filing of a
petition containing the signatures of at least 10 percent of the
electorate or 5,000 electors, whichever is less, in the local
government entity or entities to be consolidated or dissolved. For
small entities with 500 or fewer electors the petition must
contain the signatures of at least 20 percent of the electorate.

o The filing of the petition requires a referendum to be held in each of the government entities;

o If a majority of the electorate in each entity votes in favor of consolidation or dissolution, then the entity’s governing body or bodies must meet and develop a proposed written plan to implement the voters’ decision, followed by the plan’s publication and public hearings; and

o Consolidation or dissolution takes effect when the governing body or bodies approve a final version of the plan.

Though this legislation dramatically reforms existing law it does not mandate the reorganization of local entities in which a majority of citizens oppose this reorganization. It does, however, facilitate consolidations and dissolutions throughout the state. Galef also said, “Our current law makes even considering consolidation difficult. This act will give local government officials and/or the public the power to revamp the makeup of government and decide their own future.”

Taxpayers are currently subjected to an array of overlapping communities and special districts that cause expense, confusion and inefficiency. When this bill becomes law, there is a potential to decrease property taxes and hopefully create a more coherent system of government. NYS Attorney General Andrew Cuomo recently stated, “Should we reduce the size of government it could potentially cut taxes by anywhere from five to twenty-two percent.” Galef concluded, “I hope that this bill will indeed lead to such projected tax savings.”

Galef Awarded “Breath of Fresh Air Award” on Behalf of Continued Support of Tobacco Control

Assemblywoman Sandy Galef, a longtime supporter of tobacco control, received the “Breath of Fresh Air” award from the Tobacco Control Partners of the Lower Hudson Valley on the 28th of May. Additionally, Assemblywoman Galef was commended by Governor Paterson for her strong support for tobacco control. Galef has introduced and supported many bills focusing on tobacco control.

The goal of the Tobacco Control Partners of the Lower Hudson Valley is to create cleaner, healthier air for all New Yorkers as well as decrease the number of total smokers by one million by the year 2010. With her legislation, Assemblywoman Galef has taken an active role in reaching this goal. “Smoking has become a world wide health crisis. It kills on average one person every eight seconds as well as claiming the lives of over 25,000 New Yorkers each year. In addition, 2,500 deaths per year arise from second hand smoke-related complications,” said Galef “It is important that we stay focused and take the necessary steps to lower these striking statistics.” Most recently Galef has introduced Bill A722, which would increase the age of smoking tobacco from 18 years of age to 19, and Bill A1137 which would prohibit smoking in playground areas.

Dear Readers:

On Monday night June 1, 2009 the Yorktown Democrats will nominate candidates for their fall slate. I am going to take this opportunity to put my two cents in before they gather. There is some controversy over some of the prospective nominees. This is not to be confused with any type of endorsement for November. This is just my endorsements for nomination to run in November.

County Legislator District 4

This is a no brainer. Mike Kaplowitz is the only choice. This district, this party needs him to continue to represent it. In the halls of the county legislature Mike is the smartest guy in the room. He knows it is our pockets the County Executive and down county Legislator's want to pick. The redistribution of wealth starts with us. Mike is the only one fighting for us. He has done this at great political risk to himself. The only chance we have to unseat the Legislature's Board Chairman Bill Ryan is re-electing Mike to lead the charge.

County Legislator District 1

Though only a small part of Yorktown, it none the less encompasses Mohegan Lake, Shrub Oak and Jefferson Village. We already know the Republicans have nominated former Peekskill Mayor John Testa. The only person who stands any chance at all to beat the former mayor is Domenic Volpe. This is going to be the race to watch on the county level. It will be hotly contested. John is a tireless campaigner and has a great record as the former Mayor to run on. A fiscal conservative, a man of principal, John is unstoppable against any other candidate. The only way the Democrats can even stand a chance is to nominate the same kind of candidate, that person being Domenic. He too is a fiscal conservative, and a man of principal. On top of that, Domenic has run this race before and knows the territory. Both John and Domenic are life long residents and have roots through out the district. In full discloser, I am friends of both and believe this will be a close contest that might be decided by write-in votes. Neither candidate will run away with this election.

Town Supervisor

This is another no brainer. Don Peters has earned the nomination to run for a second term. He has opened town government to unprecedented degrees. He has reigned in town spending, producing a budget that had a less increase in taxes than Cortlandt, another feat unprecedented, all the while keeping services up to par. He has shown political courage in opening up the discussion of police department consolidation during an election year. He has shown courage of character when secretly taped during a Christmas Party by standing behind his comments and not back tracking like your typical politician would have done. His mistakes are mistakes because he is not a politician and were process mistakes. His heart has always been in the right place. In full discloser Don has been a life long friend and I am proud to champion his cause.

Town Council

1) David Paganelli: This one should be unanimous. He is not from the political class, but the business class. We need another businessman on the council to compliment Peters. Plus his commitment to the community through his charitable works can not be denied, as he has used his money and time and not the tax payers. He is truly pure of heart. His reach through out the community and at county and state levels would be a boon to the interests of Yorktown. In full discloser he too is one I am proud to call friend.

2) Vishnu Patel: He has earned the nomination. He has new ideas and thinks out side the box. He has also shown commitment to the community through his many volunteer efforts. The town council needs new blood and ideas. Vishnu personifies that. His time has come. By nominating Vishnu and David, the Democrat committee would be speaking in bold strokes not pastel colors.

3) Lou Campisi: His time has come and gone. Like George Oros at the County level, Lou must move on for others to have their chance. He should spend the next year gathering support to make a run for Assembly District 99 as Greg Ball makes a run for Congress. He should learn from George that he will need time to seek higher office. He should stop threatening to primary, it does a disservice to his party and the town. Like his council partner Mat Metz, Lou should seek another venue to serve the people and by stepping aside he would garner the good will from the party needed to move up the ladder.

4) Nick DeTommaso: Another threatening to primary. He is a one issue candidate, that issue a stand alone Senior Center. This is an issue that will raise town taxes and in this economy ill advised. The Seniors have a center already and a promise of state funds to upgrade it to something the seniors can be proud of. Nick should stick to his cable t.v. show and stay a public advocate, there he could do the most good for the town.

It is a balanced show in which two liberal Democrats take on one conservative. This is my best work. Any Republican seeking election or just a lesson on how to debate a Democrat should watch this show a take notes. You will see two Democrats totally lose the debate in the political arena of ideas. “Speak Out” with Assemblywoman Sandy Galef:
Presents Roundtable on Sharing and Consolidating Services

(May 29, 2009) On February 12, 2009 Assemblywoman Sandy Galef hosted a dialogue with officials from each of the towns within her district, as well as representatives from Putnam and Westchester County Executives’ offices. Assemblywoman Galef will be broadcasting February’s discussion on her cable television show “Speak Out with Sandy Galef.” The special will air in four parts consecutively from June to September.

The Roundtable, which was co-moderated by Assemblywoman Galef and Chairman of the Westchester County Association and former Westchester County Executive Al DelBello, focused on ways for local municipal leaders to deliver services for less through sharing and consolidation. The roster for the roundtable included: Putnam County Deputy Executive John Tully, Senior Assistant to Westchester County Executive Karen Pasquale, Briarcliff Trustee Robert Mayer, Buchanan Trustee Sean Murray, Cortlandt Town Supervisor Linda Puglisi, Croton Mayor Greg Schmidt, Kent Town Supervisor Katharine Doherty, Nelsonville Trustee Anthony Merante, Ossining Town Supervisor Catherine Borgia, Ossining Mayor William Hanauer, Peekskill Mayor Mary Foster, Philipstown Town Deputy Supervisor Richard Shea, and Putnam Valley Town Supervisor Robert Tendy. The panel members shared their experiences with sharing and consolidation. They discussed what they had achieved in their municipalities, how they are currently working on consolidating services, and what obstacles they have faced while cutting costs and streamlining services for their constituents.

“In light of these difficult economic times it is important that counties and municipalities operate more efficiently and deliver services for less through sharing and consolidation,” said Galef. The Assemblywoman sent out a questionnaire last fall on sharing and consolidation of government services, and her constituents responded with overwhelming public support for sharing services to cut costs. Recently, Galef has formed a shared services task force with community residents and members of her legislative district to more deeply explore the possibilities of cost-cutting alternatives in government structure and operations.

Darren Rigger Selected to Participate in International Exchange to the Republic of Korea
Political Study Program to Focus on Citizen Diplomacy

WASHINGTON, May 1, 2009 – Darren Rigger has been selected by The American Council of Young Political Leaders (ACYPL) as a delegate to the Republic of Korea for a 10 day political exchange program beginning on June 5, 2009. He will join 6 other young political and policy leaders from across the United States to study Korea’s political system, engage in dialogue on international issues, and forge professional relationships and friendships.

I always enjoy reading your blog. This week, you included a "message from Greg Ball" which was really just a desperate plea for money surrounded by quotes. Ball cherry picked quotes like he was creating an ad for an upcoming bad movie. Many of the quotes were from an article that appeared in Roll Call newspaper. Roll Call is a political insider newspaper. I think in fairness people should be able to read the entire article (which I have attached below). Politics & Poker: Ball Invites Scrutiny With ‘Google Me!’

"Google me!”
New York Assemblyman Greg Ball says this more than a few times in a recent conversation with writers and editors from Roll Call and the Rothenberg Political Report.

Ball, the likely Republican nominee against Rep. John Hall (D-N.Y.) — and a top recruit in the eyes of the National Republican Congressional Committee — is defiant as he invokes the G-word. Yeah, there’s a lot of crazy stuff out there, he concedes. But it’s also, he argues, a sign of how thoroughly battle-tested he is.

“Google me!”

The taunt has echoes of Gary Hart in 1987: “Follow me around.” Hart, in an interview with the New York Times Magazine that sure seems creepy in retrospect, was trying to debunk persistent rumors about his womanizing.

Little did he know that the very day those words were printed, a reporter from the Miami Herald, acting on a tip, was doing just that, turning up in the bargain a tasty morsel named Donna Rice. So much for Hart’s frontrunning presidential campaign.

“Google me!”

For his history-altering scoop, the Herald’s hardworking Tom Fiedler flew to Washington, D.C., hid in bushes, conducted round-the-clock surveillance and then confronted the principals. But in the 21st century, our “investigation” demands just a few strokes of the computer keys.

So we Googled Greg Ball. He’s right, there’s an awful lot out there. For a guy who is just 31 years old and in his third year in the Legislature, there are already 267 footnotes on his Wikipedia entry — that says something about the kind of passions he inflames.

“There’s controversy surrounding him in the past and there’s going to be controversy around him going forward,” says Michael Edelman, a Republican consultant and commentator in Westchester County, one of the five counties in the Hudson Valley district Ball is hoping to represent.

What kind of stories does Google reveal?

Well, for starters, Ball was accused of stalking a former girlfriend, who got a temporary order of protection against him. He’s been accused of posting on the Web misleading photographs of an encampment of illegal immigrants in his legislative district. A dead goat was found recently in his front yard — the work, Ball believes, of Salvadoran gangs who oppose his tough anti-immigration stance — and he’s been sleeping with a 12-gauge shotgun under his bed ever since. And until recently he has been in a vicious blood feud with his political enemies — who by the way, happen to be fellow Republicans.

Oh yes, Ball was also accused of sexually harassing a former Assembly aide. Details of this are scant on the Web, but in his conversation with Roll Call, which borders on the surreal at times, Ball dutifully provides some. The woman, he says, was put up to it by the establishment Republicans who were waging jihad against him. And the bottom line, from his point of view, is that the Assembly Standing Committee on Ethics and Guidance “cleared” him.

Which is technically true. On Oct. 20, 2008, the committee issued a letter — which is available online — saying an investigation into the accusation found that a violation of the Assembly’s Sexual Harassment/Retaliation Policy “was not established.” The committee also makes it a point to say that the statute of limitations on the woman’s accusations had run out, so the Assembly couldn’t have taken any action anyway.

A clean exoneration? Ball likes to think so. Google him — and judge for yourself.

It’s worth noting that additional dirt about Ball exists in the political ether that surpasses some of things that are out there in cyberworld. The point here is not to titillate, or to sling mud. The point is to ask, is this guy really viable?

Ball has many admirable qualities and an interesting story to tell. The son of blue-collar workers, he got a Congressional appointment to the U.S. Air Force Academy and worked a bunch of policy jobs in Washington, D.C., after his discharge. Since launching his political career, he’s been a ferocious reformer, unafraid to take on the entrenched interests of his party and the Democrats who run Albany.

Ball is handsome, driven and indefatigable, and he has advanced a populist political agenda that’s appealing and hard to pinpoint on the ideological spectrum.

“Democracy is not a spectator sport, and I am in this fight not to tear down the incumbent, but to restore America’s promise to the Hudson Valley,” Ball said during the formal announcement of his Congressional bid Saturday. “Blue-collar folks like my family and friends feel shafted by elitist politicians on both sides of the aisle. The unsustainable spending, the bailouts, the corporate welfare, the runaway defense contracts; all of this must stop and we must refocus our priorities in this time of crisis.”

Ball is reminiscent of a young Rahm Emanuel. He’s got a sharp political mind and an intense focus. And you get the sense that he’s got the 19th Congressional district, with its wealthy suburbs and rural areas, blue-collar precincts and liberal enclaves, wired. He’s studied the place since he was a kid, and he knows where his voters are and how to reach them.

With all due respect to the incumbent, it’s a sure bet that Ball will outwork John Hall in the 18 months between now and Election Day 2010.

What’s more, in the post-Clinton era, politicians can weather all manner of sex scandals. Sen. David Vitter (R-La.), after all, appears on his way to re-election, despite being linked to a D.C. prostitution ring.

But it’s a little trickier to survive this kind of stuff when you’re a fresh face, trying to introduce yourself to voters. Just ask Mike Erickson, the businessman who was the Republican nominee the past two cycles in Oregon’s 5th district. His candidacy was undone last year by reports that despite his opposition to abortion rights, he had driven a pregnant ex-girlfriend to a medical clinic to get an abortion. Erickson had an explanation, and maybe it seemed plausible to him — but it didn’t wash with the voters.

Alex Coronado (R), a local school board member, was waging what seemed like an earnest, appealing long-shot challenge to Rep. Loretta Sanchez (D-Calif.) in 2004. But in a conversation with Roll Call that was every bit as surreal as the one we had with Ball, Coronado started talking, unprovoked, about the man who was stalking her and her teenage daughter. She lost by 20 points.

That same year, Pueblo County Sheriff Dan Corsentino (R) seemed like a leading candidate for an open House seat in Colorado’s 3rd district, until he became undone by multiple sex scandals involving his office.

Greg Ball is a talented guy. But he seems to be the opposite of teflon. Just the other day, the local media were raising questions about the paperwork for his declaration of candidacy. A small matter, perhaps, but emblematic of something bigger.

Greg Ball may take comfort in knowing what’s out there when people Google him. But he’s never faced attacks like the kind the Democratic Congressional Campaign Committee and liberal interest groups are going to throw his way. It’s all too easy to see the 30-second ads with the words “stalker” and “sexual harassment” in them.

“John Hall is not going to mess around with him,” Edelman predicts.

And that alone may be enough for Hudson Valley voters to conclude that Hall is “still the one” in 2010.

Murphy represents Yorktown residents at Senate Hearing
Local Entrepreneur and Councilman Candidate urges lower taxes, better business etiquette

In a time when stimulating the economy and attracting businesses are the topic of much debate, the best answers can be given by those most experienced in creating jobs and sustaining growth. Therefore, when the New York State Senate Republican Program Development Committee chose to host the first of a series of hearings to develop an economic action plan in Yorktown Heights, local business owner Dr. Terrence Murphy was asked to give testimony on behalf of his fellow residents to offer several of his own common sense solutions towards getting the local economy back on track.

“I have lived in this town my entire life and can tell you first hand Mom and Pop shops like mine have been the life blood Yorktown has lived off of,” Murphy said. “Operating in the number one taxed county in the nation seriously threatens these establishments and prevents new ones from emerging.”

Dr. Murphy offered two ideas to strengthen existing and welcome new small and medium enterprises in Yorktown.

“Through my fourteen year experience as a small business owner here in Yorktown I see two common sense solutions,” Murphy stated at the hearing in the Mercy College auditorium. “First, we need to reverse the direction our taxes have been going. Lowering taxes on the county and town level will allow small businessmen and women the opportunity to live their dreams of owning their own establishments in addition to sustaining already existing businesses. Second, all levels of government need to lift the numerous obstacles already in place and welcome new businesses. This begins by improving our business etiquette. It is all common sense.”

After the hearing concluded, Murphy joined several prominent lawmakers and area chamber of commerce leaders to discuss his idea to repeal and recreate section 925-s of the state’s general municipal law, which would provide for the establishment of the town of Yorktown industrial development agency (IDA).

“IDAs are created to promote economic prosperity and actively attract and encourage development in the area in question," Murphy stated. “The Yorktown IDA ceased to exist since there were no outstanding bonds or obligations. The town board should be working to pass a local bill that would call on the state to reestablish the Yorktown IDA and promote economic and recreational opportunities for our residents.”

Murphy warned that the current economic climate is making it tougher and tougher for local businesses to survive. “My two businesses employ over 70 people and if things do not start to change 70 people will be looking for new jobs,” he added.

Dr. Murphy owns the Yorktown Health and Wellness Center on Commerce Street and is part owner of the family run Murphy’s Restaurant on Kear Street.

Will Modernize District Attorney's Office to Better Protect Westchester Citizens
White Plains, NY, May 27... Dan Schorr, an experienced prosecutor and candidate for Westchester District Attorney today announced that he will utilize GPS monitoring bracelets for criminals in Westchester County. GPS monitoring devices are currently being utilized across New York State, including all 5 boroughs of New York City, Rockland and Nassau Counties, among others.

"GPS tracking bracelets are the next best thing to assigning a police officer to each dangerous offender 24 hours a day, 7 days a week." said Dan Schorr, a former domestic violence and sex crimes prosecutor in Queens and Westchester Counties. "This technology provides a new level of protection against criminals and does so without any cost to the taxpayer."

Satellite tracking bracelets are affixed to the ankle of the perpetrator to monitor their real-time whereabouts. The coordinates are sent by the unit to a central computer, which plots the position using mapping software to tell if the offender is in or near a restricted area.

This technology is often used in cases where an Order of Protection is issued, particularly in cases involving domestic violence. When the offender gets within a specified distance of a restricted zone, a text message is automatically sent, notifying the local law enforcement agency and the victim. Multiple zones can be programmed, such as the victim's home, workplace, or child's school.

The cost of the device and 24-hour surveillance is approximately $15 per day. The offender is required to pay all costs as a condition of their release. Many criminal justice agencies contract with companies to provide the bracelets and to monitor the wearer's movements.

"There is no reason why Westchester County should be behind the times in employing new technology to keep our citizens safe." Mr. Schorr continued. "As DA, I will modernize the District Attorney's office to increase efficiency and better serve crime victims."

Mr. Schorr served as a prosecutor in Queens and Westchester Counties, specializing in domestic violence, sex crimes, child abuse, and homicide cases. Having served as an Assistant District Attorney, Mr. Schorr has compiled extensive trial experience and a strong record of convictions.

Blasts Westchester District Attorney DiFiore for Silence

Bill Would Allow Convicts to Work in Schools, Nursing Homes
White Plains, NY- May 28...Dan Schorr, an experienced prosecutor and candidate for Westchester District Attorney today blasted the provision in the Rockefeller Drug Law reforms that allows judges to seal offender's records from potential employers.

"This provision provides a glaring loophole through every protection we have worked so hard to put in place." said Dan Schorr. "This is a dangerous move that will open the door to potential felons working in our schools, hospitals and day care centers without anyone being the wiser."

The provision goes into effect June 8 and was passed in a series of reforms to the drug laws enacted under former Governor Nelson Rockefeller in 1973 to give mandatory sentences for many drug crimes. The reforms were passed as part of the 2009-10 State budget.

Mr. Schorr said as DA, he would band with the other county District attorneys across New York to call for a repeal of this measure. He called on Westchester DA Janet DiFiore to publicly take a stand on this issue.

"While other District attorneys across the state are standing up against this dangerous provision, our DA in Westchester has been silent," Mr. Schorr declared. "The public deserves to know if she supports sealing the records of convicted drug criminals to potential employers."

Thursday's joint meeting will be about taking substantive action" Ball said. "If the business community is up to the task, and I believe they are, I can assure them that as elected officials we will stand by them and say, 'Enough is enough, we have reached our breaking point, and will be abused no longer!'"
