No. 45

Dear Friends,
The residents of the 40th Senate District have so much to be thankful for.  We live in one of the most naturally beautiful areas in New York, and quite possibly, the nation.  Our neighbors are equally as impressive with some of the leading figures in an array of professions spanning from the private sector to public works.
Throughout the year, opportunities come about that give us the chance to recognize all that we have come to cherish of our home.  This past week was no exception as the State Senate held its annual Woman of Distinction event.  Representing the 40th Senate District was Dr. Sherlita Amler.
Currently serving as the Cmmissioner of the Westchester County Department Health, Dr. Amler has had a long and distinguished career in health care.  She has had a profoundly positive effect in two counties and has been an instrumental partner in combating the heroin epidemic.
Dr. Amler shares my belief that by working together we can give everyone the opportunity to succeed.  It has been an honor to build upon this foundation and I congratulate Dr. Amler on this well deserved recognition from New York State.
Wishing you the best in health,

Over the weekend I joined New York State Council of Parks Chair Dr. Lucy Waletzky at Rockefeller State Preserve to commemorate the fifth annual "I Love My Park Day."

Rockefeller State Park Preserve is a picturesque Hudson Valley treasure that attracts visitors from all over the world.  I am thrilled to have passed legislation that created a permanent endowment for the care and maintenance of the Rockefeller State Park Preserve.  This will increase investment opportunities, generate income and most importantly, provide much needed revenue for the care and maintenance of the Preserve.

Earlier this week I was appointed to Governor Cuomo's statewide heroin task force which is charged with ending the heroin and opiod crisis in New York.  I am proud of the work I have accomplished as the co-chairman of the New York State Senate Task Force on Heroin and Opioid Addiction and look forward to this continued work.
Heroin and prescription drug abuse has claimed far too many lives in New York and across the countyr.  It is time we put a stop to this epidemic and prevent more needless tragedies from occurring.  Launching this task force is the right move, and I look forward to joining Governor Cuomo's efforts to fight dangerous opioid abuse in New York State.
Every child deserves a quality education that can help them realize their full potential.  I promised to go to Albany to fight for the Hudson Valley's fair share in education funding and I am proud to have fulfilled this pledge.
Nearly every school district within the 40th Senate District will receive a record high amount of aid.  I set out to eliminate the Gap Elimination Adjustment (GEA) and it has now gone the way of the Edsel.  What was a failure is now best forgotten.  The money recouped from the extinction of the GEA is going back into our classrooms where it belongs.  My next goal was to increase school funding for the coming year and I accomplished what I set out to do.  Our children are our future.  They deserve every opportunity we can give them to succeed.
Earlier this week my colleagues in the Senate approved my measure to designate a portion of Route 35 in Lewisboro the Marine Lance Corporal James J. Jackowski Highway.
Dedicating this section of a state highway will ensure that Marine Lance Corporal Jackowski's name will be honored and remembered for all time.  This highway will be there a hundred years from now.  His name will always be there and outlive all of us.  Generations to come will remember that he was a soldier who made the ultimate sacrifice on behalf of his country.
A graduate of John Jay High School in Katonah, Jacowski enlisted in the Marines during his senior year.  Tragically, Corporal Jackowski was one of 239 Marines killed in Beirut, Lebanon when his barracks was bombed on October 23, 1983.

Mark your calendars for this year's Senior Health Fair!  Thrilled to be partnering with AFC Urgent Care to provide a number of free services at the YCCC on May 26th.

Congratulations to Jordan Porter of the Blue Mountain Middle School in Cortlandt Manor.  Jordan has won the 20116 New York State Earth Day Poster Contest.  Congrats Jordan!

It was humbling to be asked to give the keynote on the topic of healthy lifestyles for seniors, a subject near and dear to my heart.  We also got to acknowledge two Senior of the Year Award winners!

Check out the New York Times' editorial on my work with students form Pace University to ban the use of elephants in circuses that come to New York.  This has already been embraced by the likes of Ringling Bros. and Barnum & Bailey Circus.

Albany, NY - Senator Terrence Murphy proudly presented Dr. Sherlita Amler, Commissioner of the Westchester County Department of Health, with the prestigious 2016 Woman of Distinction Award  at a ceremony held May 10th at the New York State Capitol. The Woman of Distinction Award recognizes the significant contributions women have made to their communities in a wide variety of fields including business, education, health and numerous other fields.
"Dr. Amler has had a long and distinguished career in health care," said Senator Murphy. "She has had a profound positive effect in two counties enforcing laws and regulations that protect our health and ensure the safety of our families. She has also been instrumental in bringing to light the rising problem of heroin and opioid addiction threatening our communities."
"I am humbled to be selected for this honor along with such a notable group of accomplished women," said Sherlita Amler, MD, Westchester County Commissioner of Health. "On behalf of County Executive Robert P. Astorino, I greatly appreciate the support of Sen. Murphy, especially the funding he arranged for secure medication lockboxes in Westchester."

Dr. Amler has been Commissioner of the Westchester Department of Health since 2011.  Dr. Amler's department protects the public health in Westchester by providing Narcan training to the public to reverse opioid overdoses, promoting healthy behaviors, preventing the spread of disease, monitoring drinking water quality, bathing beaches, restaurants and food vendors and providing immunizations to adults and children, among other concerns.
Prior to serving as Commissioner of Health for Westchester County, Dr. Amler held the same position for Putnam County from 2004-2011. She began her career as a microbiologist and became a registered nurse before earning her medical degree in 1996 from the University of Arkansas for Medical Sciences. Dr. Amler completed a residency in pediatrics at Louisiana State University in New Orleans and is a board-certified pediatrician. Prior to moving to New York, Dr. Amler worked at the Agency for Toxic Substances and Disease Registry and the Centers for Disease Control and Prevention in Atlanta, Georgia.
Dr. Amler is a Clinical Associate Professor of Pediatrics at New York Medical College and a Distinguished Lecturer and Senior Fellow for the Center for Disaster Medicine at New York Medical College's Institute of Public Health.
Each year the Senate honors the achievements of a woman from the 40th District and other distinguished women throughout the state. Each honoree's photograph and biography then becomes part of a special exhibit proclaiming the accomplishments of these exemplary New York women.
The Women of Distinction program was created as part of the Senate's celebration of Women's History Month. Each March the Senate hosts a display that honors distinguished women from New York's past and present, from leaders of the 19th Century suffragist movement to pioneers in education, science and the arts.
