News from Legislator Ken Jenkins

Jenkins: County heading towards credit downgrade
Fictitious revenue, failure to address budget shortfalls, opens the door to downgrade
White Plains, NY - Legislator Ken Jenkins (D - Yonkers) Astorino Administration has failed to present any specifics to deal with the 2015 budget revenue shortfalls, specifically sales tax. 
“Attempting to suggest that falling gas prices are to blame for the revenue shortfall fails to recognize gas prices have been falling for the last several years.  The Astorino administration continued reliance on fictitious when budgeting has lead Westchester to this credit precipice. Those responsible for these budget projections should be first on list of any proposed layoffs in 2016.” said Jenkins.
A downgrade will cost Westchester residents millions on the $1.3 billion dollars of capital projects.  Astorino’s runaway borrowing for operating expenses, including using a New York State program that allows borrowing for pension costs shows the County can imperil the County’s credit rating which has already been downgraded by 1 of 3 rating agencies.
Both of Westchester’s business organizations, the Westchester County Association and Business Council of Westchester have decried the reliance of borrowing for operating costs and have stated that budgeted sales tax increases were overly optimistic. 
Jenkins said, “The Astorino Administration has done nothing to address the downward spiral for Westchester’s credit rating, costing taxpayers more for essential government services like roads and bridges.  County Executive Astorino budget actions are fiscally irresponsible.”

In a unanimous vote, the board approved the Costco site plan. The plan still needs approval from the Westchester County Board of Legislature (to go into the sewer district), NYCDEP (stormwater plan) and NYSDOT.

Marathon Development Group, Kear Street
The applicant presented two alternative plans, both of which move the building closer to the street. The board is still concerned about the mass of the proposed 3-story building.

Crompond Terraces
On a referral from the Town Board, the Planning Board indicated its general support for the mixed use concept but expressed concern for the overall density of the project.

Lalor, AT&T Donate to Area Food Pantries
East Fishkill, NY - (11/11/15) - Assemblyman Kieran Michael Lalor (R,C,I-East Fishkill) today announced that representatives of AT&T will be presenting a generous donation to the Pawling Resource Center alongside his Thanksgiving Food Drive on Monday, November 16 at 11 a.m.

AT&T will be donating $5,000 to The Pawling Resource Center. This will allow the local food pantry to purchase a remarkable 200 turkeys, enough for both Thanksgiving and Christmas, 200 bags of holiday food side dish fixings, and 60 holiday hams.

“As we head into the season of giving, I am thrilled to be joining forces with AT&T to ensure the Pawling Resource Center has an abundant amount of food for families to enjoy for the holidays,” said Lalor. “In addition to the success of this year’s food drive, their generous donation will provide holiday favorites to many of our friends and neighbors in need.”

Dutchess County Sheriff Adrian H. Anderson and board members of the food pantry in Pawling will also be present at the event.

Assemblyman Kieran Michael Lalor, a former teacher at Our Lady of Lourdes in Poughkeepsie, is a Marine Corps veteran of Operation Iraqi Freedom and a frequent guest on the Fox News Channel. Lalor is of counsel to the law firm Gaines, Novick, Ponzini, Cossu & Venditti. He is a graduate of John Jay High School, Providence College and Pace Law School and lives in Hopewell Jct. with his wife Mary Jo and their four young children Katie, Riley, Mikey and Kieran Jr..

Dear Neighbor,

On Monday November 9th, I was joined by local Veterans and Officials at a press event at the American Legion Post in Ossining to announce the introduction of a resolution I authored in support of the creation of a Veteran’s Treatment Court.

The new Veteran’s Treatment Court would direct veterans with combat experience towards treatment for PTSD and other traumatic brain injuries as opposed to merely the standard corrections process that may push them towards incarceration, without providing the specific services they really need and to which they are entitled.

The City of Buffalo was the first to create a dedicated Veteran’s Treatment Court in 2008 and was followed in 2013 by the Bronx, who also created and Veteran’s mentor program in addition to the court to address the special needs of men and women who served in combat.   

Our current culture often speaks of supporting our armed services while they are fighting overseas, but the services available to our veterans often neglect to address the issues many of these Veterans will face when they return home. Creating this entity to show our Veterans there is somewhere to turn for help will greatly improve the channel for recovery for our veterans who are suffering

Approximately 700,000 veterans in the United States criminal justice system with charges directly related their mental health conditions, addiction, and trauma.  In Westchester County there are  approximately  30-35 veterans incarcerated at the Westchester County Department of Corrections. That number does not include the veterans who have not self-identified as veterans when incarcerated nor does it include the veterans that still have open criminal cases and are out on bail or released on their own recognizance from court.

Having a Veterans Treatment Court here in Westchester County would provide an alternative to incarceration and the veterans would be given the opportunity to receive treatment for Substance/Alcohol Abuse, PTSD, TBI and other mental health conditions that maybe related to their service.   VA Hudson Valley Health Care System has both Residential and Outpatient Programs where these veterans can get the specialized treatment they need.

As of today, there are over 200 Veterans Treatment Courts across the United States including Veteran Treatment Courts in NYC, Nassau County, Suffolk County and Veterans Tracks in Orange County, Rockland County, and Sullivan County.  We need to give the Veterans of Westchester County the opportunity to put their lives back together so they can have a chance to break free of the vicious cycle of untreated addiction, untreated mental health conditions and incarceration.
