Assemblywoman Galef/Senator Serino Applaud Governor Signing Bill

Giving Village of Cold Spring Approval to Expand Parking Permit Legislation



(September 28, 2015) Cold Spring Village in Putnam County has been granted
authority to expand its residential parking system after legislation,
S.5538A/A.7444A, sponsored by Senator Sue Serino and Assemblywoman Sandy
Galef was signed into law on September 25, 2015 by Governor Cuomo as Chapter
341 of the Laws of New York State.



The new law authorizes the Village of Cold Spring to expand the current
system of residential parking permits to include the entire waterfront area.
The following roadways on the east side of the Metro North Station are added
to the permit system: Furnace Street, Garden Street, High Street, Kemble
Avenue from Main Street to Wall Street, Railroad Avenue, Stone Street,
Church Street, Haldane Street, Rock Street, Cross Street and Northern
Avenue. Parking for residents in the area will be accommodated by permitted
street parking and visitors and commuters have to park in public parking
lots and not in front of residential homes.



"The residents of Cold Spring have been facing very difficult parking
problems in the waterfront area of the village, as I have come to
understand, since many came to me to complain and see what could be done at
the state level," commented Galef. "Hopefully this new parking system will
assure the local residents of a place to park in front of their homes while
encouraging the many tourists to park in public parking lots, and commuters
to park at the train station. It was a pleasure working with the village
officials to accomplish this quality of life goal."



"Anything that we can do to improve quality of life in our localities while
also helping area businesses is a win," said Senator Serino. "This law will
increase access to Cold Spring's vibrant downtown area, help it to maintain
its character, assure residents of a place to park and has the potential to
provide that important boost to local businesses. I thank the village
officials and the Assemblywoman for working so hard to improve quality of
life in Cold Spring."



Galef and Serino worked in a bi-partisan fashion to address the needs at the
state level of their mutual constituents.

BACKS GOP SLATE

YORKTOWN HEIGHTS, NY - The Affiliated Police Association of Westchester County (APA) represents more than 10,000 members in 53 law enforcement unions and PBAs in Westchester. This week, they have made their decision unanimous for the local election in Yorktown this year on who the best candidates are to move Yorktown forward. 

The APA, which includes the Yorktown PBA, the New York State Troopers PBA and other unions whose membership resides in Yorktown, unanimously backed the Yorktown GOP slate. "We are confident their leadership will enhance the role and relationship with law enforcement," the APA wrote.

The candidates endorsed for 2015 are:

  • Ed Lachterman - Councilman
  • Mary Capoccia - Town clerk

"Have musket, will travel," is the motto of Buchanan's Living History Education Foundation, a not-for-profit education organization that supplements local schools with living history instruction. This week I announced a $10,000 grant for the organization, in order to support their mission of bringing history to life in the classroom.

Bringing in these master teachers makes history exciting and hands on for students and teachers, whether it's the Revolution, the War of 1812, or the Civil War. The Traveling Wall returned to Putnam County this week, to commemorate the 50th anniversary of the start of the Vietnam War. I was humbled to be invited to read names of the fallen during the opening ceremony.

I want to use the occasion to call on Governor Cuomo to sign my legislation declaring the Vietnam Veterans of America a benevolent order that was passed by both houses of the legislature earlier this year.

The names on the Travelling Wall memorialize the 58,000 men and women of our armed forces who made the ultimate sacrifice. They live on through us, and through the charitable works and endeavors of their brothers and sisters in the Vietnam Veterans of America like my Uncle Peter. He and all Vietnam vets deserve the same rights and privileges as other veterans and veterans' organizations, so they can better support the next generation of America's war veterans and continue to serve our communities.

Murphy's legislation passed the Senate on March on Vietnam Veterans Day and made it through the State Assembly just before Memorial Day. It passed both houses unanimously.
The bill would grant certain benefits and honoraria to the Vietnam Veterans of America (VVA) which they have never before received, but are available to other veterans' organizations in New York State, such as the storage of records, flags, relics, and other memorabilia for prominent display within the hallowed halls of state capitol.
If signed by the Governor, it would be Murphy's first "statewide" bill to be chaptered into law.
This is considered a rare and prestigious feat for a freshman lawmaker in their first term, particularly in cases such as this when it is new legislation and not simply extending some lapsing law passed by a predecessor.
The Governor has till the end of the year to sign the bill, and Murphy is hoping the Governor's office will call for the bill on or before Veterans' Day. Until then, the Travelling Wall will be open and on display in the Putnam County Veterans Memorial Park until the closing ceremony at noon on Sunday. 

The Governor resides in the town of New Castle, in Murphy's Senate district.

BUCHANAN, NY - "Have musket, will travel," is the motto of Buchanan's Living History Education Foundation, a not-for-profit education organization that supplements local schools with living history instruction. State Senator Terrence Murphy this week announced a $10,000 grant for the organization, in order to support their mission of bringing history to life in the classroom.

"From the Battles of Pines Bridge, to Sybil's Run, the Hudson Valley runs rich with the threads of history that make up the very fabric of our democracy," Murphy said. "Bringing in these master teachers makes history exciting and hands on for students and teachers, whether it's the Revolution, the War of 1812, or the Civil War. This funding will continue to help students step back in time and understand the challenges, sacrifices and choices of a bygone age that have made our country the greatest the world has ever known."

The Living History Education foundation conducts staff development programs and in-service courses for teacher centers, as well as corporate programs in partnership with the Thayer Leadership Development Group at West Point. The courses meet all state Common Core social studies framework.

Led by former teacher Joe Ryan, the program traces its routes to Blue Mountain Middle School in the fall of 1969 and has been running strong ever since with the mission of learning history by living it. Participants are fully uniformed and equipped for the French & Indian War, Revolutionary War, War of 1812 and the Civil War.

Murphy's grant comes from so-called "bullet aid," legislative funding given in addition to the state aid amounts approved in the State budget. It does not flow through traditional state aid formulas.
