SOUTH SALEM (July 24) -- The following is a statement from former Assemblyman Bob Castelli regarding the petitioning process and the transition into the main phase of the Republican primary.

"Once again, sadly but predictably, while our campaign has chosen the high road, our opponent has taken the low road.

"We did not wish to disenfranchise Republican voters any further than had already been done by those supporting Mr. Murphy, and therefore we chose to face him in a fair primary without challenging the signatures on his Republican petitions.  My opponent has nevertheless chosen to challenge our Republican voter signatures, in the hopes of throwing us off the ballot and out of the race before a single vote is cast.

"This has only added to his growing list of cheap campaign tactics, including the use of false, misleading robo-calls and anonymous mail put out by the Murphy camp and his supporters.  Perhaps our Republican Party leaders should realize what our voters have known all along:  that 'we have met the enemy, and he is us.'  Until my opponent and his mentors, the party bosses in Albany, stop taking cheap shots at fellow Republicans, we will continue to lose races, and will deserve to do so."

Legislator Boykin Denounces Actions of Astorino’s County Ethics Board

Unappointed Board “Member”—and Campaign Donor—Votes at Recent Meeting

White Plains, NY – Westchester Legislator Ben Boykin (D-White Plains), chair of the Westchester County Board of Legislators (BOL) Appointments Committee, denounced the actions of County Executive Rob Astorino’s Ethics Board today, and called for a complete overhaul of the Ethics Board, which appears to be completely dysfunctional at this point.

Legislator Boykin noted that his “tipping point” with the County Ethics Board was reached when he discovered that the July 16, 2014 meeting of the board, hastily convened in response to a report that County Executive Astorino was earning $30,000 as an outside consultant, included attendance and voting by an individual who has never been officially or even informally appointed to the board.

Josh Mandell, the former mayor of Larchmont and a political ally of Astorino’s who has donated $6,500 to the County Executive’s campaign coffers, voted at the recent Ethics Board meetings despite the fact that he has never been appointed officially to the board.

Mandell sat with the board and voted on July 16 to re-hire Steve Leventhal to conduct the annual ethics reviews of County officers, with nearly seven months of the year already elapsed. Last year, Leventhal did not conduct these reviews, admitted Dennis Kremer, chair of Astorino’s Ethics Board, in a recent newspaper report.

“I am outraged by the fact that an insider pal of the County Executive’s can walk off the street and act as a de facto member of a County board charged with crucial oversight responsibilities, and cast a vote,” said Boykin. “This takes the cake. I am now thoroughly convinced that this entire Board needs to be swept clean. For the Astorino Ethics Board to provide the proper function of safeguarding our County governance from conflicts of interest, we need to start from the beginning and bring in a group of new board members.”

The County Ethics Board is supposed to have seven members, with no more than four representing the same political party.

“Clearly, County Executive Astorino is not interested in even a halfway functioning Ethics Board, which is downright shameful” said Boykin. “The Board needs seven fully participating members to meet its responsibilities. Otherwise, Westchester residents and business owners are not being properly served.”

Boykin also suggested that the Ethics Board begin posting a meeting schedule for the rest of the year, along with agendas when completed. Minutes of the meetings should also be posted.

“It’s time for the Ethics Board to start operating in the daylight of true governmental transparency,” said Boykin,  “and with legally appointed and confirmed members only.”

WASHINGTON – The Washington Post is out with a new report showing federal investigators were able to sign up fake applicants for ObamaCare and its subsidies. This is a stunning indictment against Sean Patrick Maloney and his fellow Democrats who voted against verifying these very same subsidies last year.
In a very real way, the failure of ObamaCare is made clear. Not only is Sean Patrick Maloney supporting a failing law, but now he let the law’s subsidies go to waste. From the failed website, to the Medicare cuts, and now this new investigation, it is clear ObamaCare is riddled with waste, fraud, and abuse. He should be ashamed and apologize to New York voters for this reckless and irresponsible vote.

Getting a U.S. Passport just got easier.
As new passport requirements go into effect I want to remind the residents of Yorktown that our staff will be visiting Town Hall, 363 Underhill Avenue (parking lot) on Tuesday, August 26th to process passport applications from 11 a.m. – 2 p.m.
Passports have always been a necessary document for those who traveled outside of the North American continent, but now a U.S. Passport will be required for travel even closer to home.  So as you are planning your next vacation or business trip, here are some things to keep in mind:
Do not wait until the last minute:  Apply now.  Routine passport applications generally take approximately four to six weeks.  For an additional charge, expedited service will result in your obtaining your passport in no more than three weeks.  But only in emergency circumstances can a passport application be processed more quickly, so do not delay.
The new rules:  As of June 1, 2009, you will need a passport to enter the United States by air, by land or by sea unless you are a child under the age of 16 entering by land or sea with proof of U.S. citizenship or an adult with another travel document approved by the Department of Homeland Security.
Be sure to bring the proper documentation:  You will need proof that you are a United States citizen such as a previous unexpired U.S. Passport, an original or certified copy of your birth certificate, a consular report of birth abroad or a naturalization certificate.  You will also need proof of your identity such as a current valid driver’s license or a government issued identification card.  For minors under the age of 16, both parents should appear together and sign the application of the child. However, if only one parent appears and signs, that parent must submit the other parent's notarized Statement of Consent form (DS-3053) and a photocopy of their identification. The Statement of Consent form can be found at
Fees: The fee for an adult passport is $110.00 and for a child’s passport is $80.00. Passport fees can be paid by money order or check, only.  There is an additional $25.00 service fee that can be paid by money order, check or credit card. Applications will also be accepted for the U.S. Passport Card for land and sea border travel, only. The fee for adults is $30.00 and for children, the fee is $15.00 with an additional $25.00 service fee. Be sure to bring original documents with raised seals to avoid having to make a second trip.  If your passport is less than 5 years expired, you can save $25.00 and mail in on your own using the Renewal Form ( DS-82).  If you have questions about whether you have what you need to apply, do not hesitate to call our office at 995-3082 weekdays between 8 a.m. and 5 p.m. or visit our website at

Every dollar Cuomo gives away to CBS and Stephen Colbert is a dollar that could have gone to tax relief for all New Yorkers."

Small businesses can't get the governor's attention with big campaign contributions, but they still need tax relief. ALBANY... NYGOP Chair Ed Cox released the following statement in response to today's New York Times article on Governor Cuomo and the Moreland Commission:
"Assuring the public trust was the Moreland Commission's stated purpose. After this morning's front page New York Times piece there can no longer be any lingering doubt that Andrew Cuomo is guilty of corrupting his own corruption commission.

"By telling the Commissioners what they could and could not investigate, Andrew Cuomo eviscerated any possible chance of success the Commission may have had at rooting out corruption in Albany.

"This is political cronyism at its worst. His whole administration is one of fraud and corruption, even as he tries to say that he is defending the public trust.

New York State Comptroller candidate Bob Antonacci today issued the following statement:
"Albany incumbent Tom DiNapoli's outright refusal to audit the scandal-scarred Moreland Commission is an insult to hardworking New York taxpayers and their families. 
"It's simple Mr. DiNapoli -- we need a full accounting of how much taxpayer money the commission spent so taxpayers across the state can make an informed judgment about what really happened and whether it was worth their hard-earned dollars.

According to news reports, we know that Moreland had several full-time employees who collected six figure salaries, including an Executive Director who continues to be paid a whopping $175,000 more than four months since the commission closed up shop. What work is she presently doing to warrant even a fraction of that money?

What else did the Commission spend taxpayer dollars on? What contracts did they execute and what were the terms of those deals? Did they dine out at expensive restaurants on the taxpayers' dime?  Despite what Mr. DiNapoli asserts, taxpayers have a right to know.

If we are ever going to clean up the mess made of the Moreland Commission, we need an adult in the room to make some difficult calls.  Instead of getting to the bottom of this crisis, Mr. DiNapoli wants to bury his head in the sand while Albany descends into chaos and dysfunction.  As the twice-elected Comptroller of Onondaga County and a certified public accountant, I could complete this audit very quickly and restore credibility. Why won't Tom DiNapoli?

New York--July 25...The Vice Chairman of the New York State Independence Party was being actively investigated by an independent Cuomo/Attorney General commission for holding a long-term no-show-job as part of a pay and pension scandal, according to an investigative report in today's New York Post, and then, suddenly, the investigation...disappeared, the campaign of Republican gubernatorial candidate Rob Astorino today noted.  Mr. Cuomo is running on the Independence Party line, a controversial ballot line multiple editorial boards advised Mr. Cuomo not to accept.

The party in question, Giulio "Doc" Cavallo, who also serves as the Independence Party Chairman of Westchester, has been on the state payroll for years, according to The Post, yet his ostensible supervisor has never heard of him. "I have never heard of this fellow," the supervisor told the Post.

"A commission source confirmed it was looking into no-show patronage scams to determine if people got phony full-time or part-time jobs to qualify for state pension and health benefits," a Moreland/AG Commission source told The Post. "There were multiple targets."

"This report screams for inquiry," said Astorino spokesman Bill O'Reilly. "An active criminal investigation into a political official -- and the people who put him on the payroll -- was halted in its tracks by Governor Cuomo, either when he shut the Moreland/AG Commission or prior to that. Governor Cuomo needs to tell us what happened and why."

New York State government is ranked the most corrupt government in America by the University of Illinois. Mr. Cuomo has not been available to the public or the New York press corps since a bombshell New York Times story broke Tuesday about Mr. Cuomo's interference with Moreland/AG Commission investigations.

Governor Cuomo Signs Legislation Updating New York's Accessibility Signage
and Logos

Enacted alongside 24th Anniversary of the Americans with Disabilities Act

Albany, NY (July 25, 2014)-Governor Andrew M. Cuomo today signed legislation
that will further advance New York State as an advocate of rights for people
with disabilities. It amends existing law to require the removal of the word
“handicapped” from new or replaced state signage, as well as update and
destigmatize the accessibility logo. Just enacted, this legislation comes
during the 24th anniversary of the national Americans with Disabilities Act,
which was the first major step to prohibit discrimination on the basis of a

“New York has long been a leader when it comes to fighting discrimination to
protect New Yorkers including people with disabilities,” Governor Cuomo
said. “This bill is an important step toward correcting society’s
understanding of accessibility and eliminating a stigma for more than one
million New Yorkers, and I am proud to sign it into law today.”

One of the largest concerns is that existing signage and language emphasizes
the disability itself, rather than the person. The current universal symbol
for a person with a disability represents an individual with a wheelchair,
which will be updated on all new signage to portray a more active image

here). Additionally, the word “handicapped” will be removed from signs, or
any other communication, now using only the word “accessible.”

Senator David Carlucci said, "On the eve of the 24th anniversary of the
Americans with Disabilities Act, I want to thank Governor Cuomo for signing

way by being the first state in the Nation to update our outdated 'handicap'
signs with a more active, engaging symbol. Working together we will continue
to be a shining example for disability rights throughout the country.”

disability community is hindered by outdated language and symbols that
stigmatize them and align them with a negative connotation or an image of

into the mainstream. I have worked closely with community advocates to
