ICYMI: Daily News - Lift Gov. Cuomo's Curtain
In case you missed it, here's a great column by Bill Hammond from yesterday's Daily News about Andrew Cuomo's taxpayer-funded "open for business" ad campaign.

Cuomo is spending tens of millions of our dollars on ads that make the laughably inaccurate claim that New York is "open for business," when the opposite is true: Andrew Cuomo's New York is the most taxed, most regulated, least business-friendly state in America.

And the ads aren't yielding results

So if these ads aren't telling the truth about New York's economy, what are they doing?

Andrew Cuomo is using taxpayer money to run thinly-veiled campaign ads in an election year.

That's why we've called on Cuomo to reimburse taxpayers for the ads from his campaign account.

And that's why Albany reporters have filed Freedom of Information Law requests to determine exactly where these ads are airing and how much of our money is being spent propping up Andrew Cuomo.

But so far, Cuomo, who promised to run the "most transparent administration in history," has refused to release details.

What does he have to hide?

Here's the column:

Lift Gov. Cuomo's curtain

The administration must reveal details of a politically charged ad campaign

By Bill Hammond
The New York Daily News
July 16, 2014

In high-quality TV ads popping up in living rooms across the country, Gov. Cuomo is telling the world that New York State is "Open for Business."

But exactly how he's spending the public's money to broadcast that message is closed to public scrutiny.

Way back on July 9, 2013, the Gannett News Service formally requested details on the campaign - including what the ads cost, where they aired and how much is being spent in each state - under the state's Freedom of Information Law.

A full year later, Gannett is still waiting to receive information the public is clearly entitled to know.
The most recent postponement came in a June 26 letter from the agency responsible, the Empire State Development Corp. The only explanation: "ESD continues to gather and review documents."

The wait has been long enough that the state's own Freedom of Information expert, Bob Freeman of the Committee on Open Government, was moved to say: "I would conjecture that the kind of records requested can be located relatively promptly, and that a delay of as much as a year is inconsistent with law."

It's even more inconsistent with Cuomo's words from 2010 - as printed on page 10 of his campaign book, "Clean Up Albany" - when he pledged "to make the state government the most transparent and accountable in history."

That might be one of the most-quoted statements Cuomo has ever made - because it comes up in all the stories about his administration delaying or denying requests for public information.

It took six months, for example, for the Associated Press to pry loose a complete list of questions that were asked of the governor during an online chat in 2012.

Transportation advocates have been asking for more than two years to see the state's plan to finance the new $3.9 billion Tappan Zee Bridge.

That plan, if it exists, has yet to see the light of day - even though construction is well under way, and even though the Cuomo administration is moving forward this week with a controversial plan to borrow $500 million from a clean water loan fund to pay bridge-related costs.

But the lack of information about the TV ads is especially troubling given that many of them are airing on New York stations in an election year.

"This should be called 'The Late Term Abortion Party.'
"Political cynicism has reached a Golden Age with Gov. Cuomo's announcement of the Women's Equality Ballot line. Voices from across the spectrum called for the Governor to stop holding a women's equality agenda hostage to a late term abortion expansion provision, and the Governor rejected those calls and allowed legislation to protect victims of human trafficking, domestic violence, pregnancy discrimination, and unequal pay to die in the Assembly controlled by the Governor's own party. For that same Governor to then launch a new ballot line as though there were any obstacle to the passage of a true women's equality agenda other than the governor himself and his allies in the radical abortion-extremist fringe indicates an entirely new level of cynicism.

"What it makes clear is that Gov. Cuomo and his allies like NARAL, which has been advocating for an abortion industry bailout with dark money for years, are more interested in their own political gain than in the wellbeing of women in New York. The women of New York should be outraged that the Governor and his allies would hold so cheap the notion of women's equality that they are willing to make it the centerpiece of a crass political ploy. Shame on Governor Cuomo."

Cox: Democrats' support for Silver unconscionable
FOR IMMEDIATE RELEASE

ALBANY... NYGOP Chair Ed Cox released the following statement today in advance of Democratic Lieutenant Governor candidate Kathy Hochul's press conference announcing the creation of a "women's issues" ballot line:

"Any conversation about women's issues in New York begins with Sheldon Silver, the Democratic Speaker of the Assembly who used taxpayer money to silence young female victims of sexual assault.

"Andrew Cuomo became part of that culture of corruption when he refused to take on Silver, and it's no surprise now that he doesn't have the guts to face reporters at a press conference about women's issues.

"But where does Kathy Hochul stand? Does Kathy Hochul support Sheldon Silver? For Kathy Hochul and Democrats to claim the mantle of women's issues while supporting an enabler of sexual assault is unconscionable and insults the intelligence of women throughout New York."

Statement by Republican Candidate for Governor Rob Astorino

July 17, 2014

"Governor Cuomo and Sheldon Silver have jumped the shark with the so-called 'Women's Equality Party.' Mr. Silver covered up sexual abuse of young interns and staffers for years, using hundreds of thousands of tax dollars to pay off victims, and Andrew Cuomo protected him from criminal investigation after Silver got caught doing it.

"I was one of the first elected officials in New York State to call for Silver's removal as Speaker after news of his treachery to women became public in 2012, and Andrew Cuomo did nothing. He chose to protect Silver instead of protecting women. Mr. Cuomo showed his true nature right there.

"Mr. Cuomo then did nothing to press Mr. Silver to pass 9 pro-women bills that were held hostage to a way-out-of-the-mainstream 10th bill that would expand late term abortions -- right up until birth -- and allow non-doctors to perform abortions in New York. The provisions in that bill is opposed by an overwhelming majority of New Yorkers.  Mr. Cuomo didn't listen to them;  he let pro-women legislation die in order to appease radical members of the abortion lobby who contribute resources to his campaigns.

"Every time the words 'Women's Equality Party' are spoken, New Yorkers should think 'Andrew Cuomo and Sheldon Silver.' Because that's what this party line is really about."

MALONEY NOW UNDER INVESTIGATION BY FAA, HAYWORTH REITERATES CALL FOR MALONEY TO STEP DOWN FROM FAA OVERSIGHT COMMITTEE
"Maloney sits on the committee that oversees the FAA while being investigated by the FAA for breaking the law"
July 17, 2014
Chester, NY - Representative Sean Patrick Maloney sits on the House Transportation and Infrastructure Committee, the committee that oversees the FAA - but according to news reports, the FAA is investigating Maloney's use of a drone for commercial purposes.
Today, Nan Hayworth is calling on Sean Maloney to immediately step down from the committee while the FAA investigates this matter: "It is a blatant conflict of interest to be sitting on a committee while being investigated by an agency it oversees. As a member of the committee, Representative Maloney was fully aware that the FAA has investigated businesses across the country for commercial use of drones, yet he apparently decided the law doesn't apply to him.
"Unfortunately, Sean Maloney feels he is above the law and believes that he doesn't have to follow laws he disagrees with. This double standard typical of career politicians is why the voters of Hudson Valley are sick of Washington politicians who serve themselves instead of the people they represent. Mr. Maloney should immediately step down from the committee," concluded Hayworth.
According to the Associated Press the FAA said it was looking into "a report of an unmanned aircraft operation in Cold Spring, New York, on June 21 to determine if there was any violation of federal regulations or airspace restrictions."
--
Nan Hayworth and Sean Patrick Maloney will face each other again in the November 2014 election. Hayworth has the Republican, Conservative and Independence Party lines and Maloney has the Democratic and Working Families Party lines. Hayworth defeated Maloney in the Independence Party Primary on June 24, and was named a Young Gun by the National Republican Congressional Committee, the top tier of the committee's three-level recruitment program, indicating that her campaign is one of the most competitive in the nation.
Dr. Nan Hayworth is a candidate for Congress in the 18th Congressional District in New York's Hudson Valley, which includes all of Orange and Putnam Counties and parts of Dutchess and Westchester Counties. An ophthalmologist for nearly 20 years, Dr. Hayworth was the only woman physician ever to serve as a Member of the U.S. House of Representatives.

"Siskel & Ebert would have given one star to Governor Cuomo's political theatre. It's classic Cuomo to jump in and take credit for the MTA deal, when only a couple of days ago he was telling affected Long Island commuters and businesses that a strike wouldn't be a big deal and it wasn't his problem. Further, there are many unanswered questions about this deal and how much it will truly cost already overburdened taxpayers and commuters, who are already facing a scheduled fare hike for 2015. Whether it's raiding funding from Sandy victims for his TV ads or turning a serious strike threat into a political sideshow, Long Islanders won't be fooled by Andrew Cuomo's self-serving games."

Astorino Video: Cuomo diverting funds from Sandy aid to political ads

"Are your ads more important than my family, Governor?"
When Hurricane Sandy hit New York almost two years ago, thousands of New Yorkers saw their homes and possessions destroyed. Taxpayers opened their hearts and wallets to help New York families get back on their feet.

Twenty-one months later, families are still out of their homes.

But using $40 million or more earmarked for Sandy victims, Governor Andrew Cuomo is airing election-year, feel-good television ads. Cuomo got special dispensation to use the Sandy money for the TV ads from -- wait for it -- the Washington agency he used to head, The US Department of Housing and Urban Development (HUD).

These ads feature real Hurricane Sandy families still in need. They are homeless, while Andrew Cuomo uses money meant for them to boost his poll numbers. That story needs to be told.

We are pleased to help them tell it.

To the Editor:

I have been working with the disability community for many years to addressdisparities they face. In 2002 after the Help America Vote Act passed, Iworked closely with them as we examined voting machine accessibility as wellas other issues related to independent voting. On a personal note, my motherwas in a wheelchair for a number of years, and that in no way stopped herfrom enjoying the things she loved and being the energetic, active personshe was. It is important to me that we continue to help secure equalopportunity and rights for people with disabilities.

I am excited to announce that legislation I introduced targeting theseissues has been passed by both the Assembly and the Senate, with SenatorDavid Carlucci's sponsorship, and now awaits a signature from GovernorCuomo. This is just one more of the many efforts to gain equality for peoplewith disabilities since the Disability Rights Movement began in the 1960's.

This legislation will abandon the usage of the word "handicapped," usuallybefore the word "accessible," that carries negative connotations. Thecurrent accessibility symbol, an inert person sitting in a wheelchair, wouldbe changed to an active person in a wheelchair in motion. I am pleased thatthe symbol that indicates public accommodations for people withdisabilities, which is displayed in places of lodging, recreation, education, transportation, and stores, will now accurately portray thosewith disabilities. By eliminating a more stagnant picture, we can start toeliminate the perception that people with disabilities are immobile and donot live productive lives.

The legislation has no fiscal implications since only new signage willincorporate the changed language and icon. Recently, New York City adoptedthe new signage for the disability community as well as other placesthroughout the world. If this legislation is signed into law, New York Statewould be the first state to implement this requirement.

I urge everyone to contact the Governor athttp://www.governor.ny.gov/contact/GovernorContactForm.php to encourage himto sign this bill, A9934/S6846, so that together we can continue our work tochange the perception of individuals with disabilities. We know that a"picture is worth a thousand words," so let us make sure that picture is oneof which we can be proud.

CUOMO SPENDS MORE THAN
QUARTER BILLION TAX DOLLARS ON TV ADS

-----
$237.5 million Figure Revealed only After Year of FOIL Requests;
State Comptroller Audit Announcement

-------
Astorino Calls for Cessation of Spending  in Election Season

New York--July 18...New York Governor Andrew Cuomo is spending $237.5 million -- including almost $40 million in money intended for Hurricane Sandy victims -- to run false television advertising, telling voters here and nationally that everything is coming up roses in New York under his administration, the campaign of New York gubernatorial candidate Rob Astorino today said.

The shocking figure, which was obtained by Gannett news after a year of effort, is $87.5 million more than what was previously thought. New York ranks 50th among states in economic outlook, according to the American Legislative Exchange Council, and it has the highest taxes in America. It was ranked the worst state in America in which to retire, and its state government is ranked the most corrupt in America by the University of Illinois.

"This is a swindle of historic proportions," Mr. Astorino said. "Andrew Cuomo has taken more than a quarter billion dollars of taxpayer money and put it into television advertising for his own political gain. People have been locked in jail for far less than that."

Mr. Astorino said it should be illegal for taxpayer ads like Mr. Cuomo's to run inside New York, especially in an election year, and he called on Mr. Cuomo to halt the television campaign immediately.

"Mr. Cuomo is literally taking money from homeless New York families on Long Island, Brooklyn, Queens, Staten Island, and elsewhere and put it on TV for his own political gain, three months before an electio. He can't be allowed to get away with that. This is what having the most corrupt state government in America looks like."

Westchester Legislators Salute Verplanck Coast Guard Auxiliary

White Plains, NY – The Westchester County Board of Legislators (BOL) honored the Verplanck Coast Guard Auxiliary Flotilla 6-4 this week on the occasion of its 15th anniversary, and as the U. S. Coast Guard Auxiliary (USCG Aux) celebrates its 75th anniversary. In recognition of these milestones, a special proclamation was awarded to the members of Verplanck Flotilla by BOL Majority Leader Catherine Borgia (D-Ossining) and BOL Minority Leader John Testa (R-Peekskill).

Established by Congress in 1939, the USCG Aux is the uniformed component of the U.S. Coast Guard, and supports all of its operational, administrative and logistical duties and responsibilities short of direct law enforcement and military action. Primarily, the USCG Aux, comprised entirely of volunteers, helps promote and improve recreational boating safety, while also providing trained crews and facilities to augment and enhance safety and security of ports, waterways and coastal regions.

“Westchester residents truly benefit from having a number of Coast Guard Auxiliary Flotillas in operation up and down the Hudson River,” said Borgia. “The Verplanck Flotilla stands as an active organization that readily safeguards boating in our part of the river. The members do an outstanding job, and I’m proud to help them celebrate their achievements.”

The USCG Aux motto is Semper Paratus—“always ready.” There are 34,000 auxiliary members nationwide, and it is estimated that their 4.2 million hours of operational and administrative efforts helped save US taxpayers over $200 million last year. Coast Guard auxiliary members were also involved in rescue operations that saved over 470 lives last year as well.

“Congratulations to the Verplanck flotilla of the U. S. Coast Guard Auxiliary on its fifteenth anniversary,” said Testa. “I grew up along the Hudson River and have watched as the traffic from recreational boaters and fishermen has grown tremendously over the years.  We are very fortunate to have the Coast Guard Auxiliary standing by to assist us and help keep us safe.”

Last month, members of the Verplank, Port Chester and Mamaroneck Coast Guard Auxiliaries participated in a Team Coordination Training seminar at the Washington Irving Boat Club in Tarrytown. The training program was aimed at improving decision-making through better leadership, preparation and attention to detail, all of which will result in highly-skilled auxiliarists helping to safeguard local waters this summer.

Good morning,

Lost in this is the fact that Minority Leader Nancy Pelosi actually attended Maloney’s wedding and was a witness to Maloney’s knowing indifference to the FAA’s ban.

So what, if anything, did Pelosi think, say, or do about the fact that a Member of her caucus blatantly violated the FAA ban, despite sitting on the Congressional subcommittee that oversees the FAA?

NRCC Comment: “Nancy Pelosi was actually present when Sean Patrick Maloney blatantly disregarded the Federal Aviation Administration’s ban on commercial drone use. Given that the FAA has now launched an investigation into Maloney’s actions, Pelosi needs to explain what, if anything, she did to try and ensure compliance with the FAA’s rules, regulations, and policies.” – NRCC Spokesman Ian Prior
