Good afternoon.

Thank you so much for joining me.

I am absolutely thrilled today to be announcing my running mate in my campaign for governor of the State of New York.

My team and I have conducted an exhaustive statewide search for the right Lt. Governor candidate, and that search has ended with great success.

Some of you know him as President of the New York State Sheriff's Association. Others know him as a leading board member of the New York State Association of Counties.

Those of you who don't yet know Chemung County Sheriff Chris Moss are in for a treat, because Sheriff Moss is among the best and brightest this state has to offer.

Sheriff Chris Moss is a born and raised New Yorker.  He's FBI trained, and he holds a Masters degree in Public Administration from Marist College.

Sheriff Moss has hands-on executive experience, overseeing a team of deputy sheriffs and a full corrections department.
But what Sheriff Moss most brings is a reformer's passion in a state in desperate need of reform -- ethically, educationally, and economically.

I wanted an Albany outsider as a running mate to help me clean up this state and move it back into the winning column again, and I got one.  Make no mistake about it:  There's going to be a new Sheriff in town in Albany next year.  

You'll be hearing from Sheriff Moss directly at the Republican State Convention on Thursday, but, until then, I wanted to let you know that I've made my pick for Lt. Governor, and to tell you how proud I am that it's New York State Sheriff's Association President Chris Moss.

Lalor asks President Obama to Support Scaffold Law Reform, Save 390 Million Tax Dollars on the New Tappan Zee Bridge
Fishkill, NY - (5/14/14) - Assemblyman Kieran Michael Lalor (R,C,I - Fishkill) is asking President Obama to support Scaffold Law reform that would save state and federal taxpayers $390 million on the new Tappan Zee Bridge. Lalor released a letter to President Obama as the president visited the Tappan Zee site to tout new infrastructure investment. Lalor's letter to the president can be found here.

"New York's trial lawyer-friendly Scaffold Law will add $390 million to cost of new Tappan Zee Bridge," said Lalor. "The new bridge is desperately needed. Washington and the states have long ignored our nation's infrastructure and now it is crumbling. But we won't be able to invest in infrastructure if we throw away tax dollars with giveaways to special interest groups."

The Scaffold Law imposes “absolute liability” on builders and property owners for any elevation-related injuries. If a worker was drunk on the job and falls, injuring himself, the builder bears full responsibility. This drives up the cost of insurance in New York, making everything in the state more expensive. As a result, infrastructure projects in New York cost 10% more than they should, including the new Tappan Zee Bridge.
Lalor continued, "President Obama is concerned that Congress won't fund more infrastructure spending. The projects are expensive and Congress is wary of wasteful spending. Congress is right to be wary. New York's Scaffold Law is going to cost taxpayers $390 million. President Obama could convince Congress that infrastructure spending won't go to waste by supporting Scaffold Law reform in New York. Assembly bill A.3104, backed by Democrat legislators, would reform New York’s antiquated Scaffold Law. The reform will ensure that tax dollars go to infrastructure investments, not giveaways for special interest groups."
"The rumored toll for the new Tappan Zee Bridge is as a high as $15," Lalor added. "That’s an outrageous toll. Middle-class families can’t afford to pay $15 to cross a bridge. Part of that toll is due to the trial lawyers and the Scaffold Law. We can invest all we want in infrastructure, but if we end up with bridge tolls that your average family can’t afford, what was the point?"
Lalor concluded, "We owe it to taxpayers to deliver infrastructure investments at the lowest cost possible. President Obama, please don’t let New York waste federal and state tax dollars. Don’t build a bridge with a toll that puts middle-class families in the poor house. With your support, we can pass these reforms, continue to invest in infrastructure and save tax dollars."

Westchester Legislator Parker Withdraws Her Support for Sustainable Playland’s Plan
 
White Plains, NY – Westchester Legislator Catherine Parker (D-Rye) announced today that she is withdrawing her support for Sustainable Playland, Inc. (SPI) and its plan to revitalize Playland, Westchester County’s historic 280-acre amusement park and recreation facility.
 
“While I appreciate the time and effort that the SPI members, associates and supporters have put into their plan to revitalize Playland, I am no longer in support of SPI’s current plan and do not believe it constitutes a viable and proper future for Playland,” said Parker.
 
“SPI has modified its original plan for Playland considerably, based on concerns from residents, municipal leaders and some of colleagues on the Board of Legislators, but too many answers to important questions are missing,” Parker continued. “Right now, there are no reassurances as to how the County will benefit financially from the agreement, and without this I would suggest that this deal with SPI will be a bad one for Rye, and bad one for County taxpayers.
 
“Rye residents living near Playland have been worried, and rightly so, that SPI’s plan poses detrimental problems to the surrounding community in terms of traffic and a lack of parking, as well as environmental issues and a change in the character of the park with the proposed construction of a large field house. As SPI’s plan evolved, and details regarding the size of the field house and green space were made apparent, the plan has lost many supporters.
 
“All these factors point to the Playland plan being buried in litigation, if approved. This was confirmed during today’s meeting of the Board of Legislators’ Labor/Parks/Planning/Housing Committee with SPI’s attorney and representatives of the Astorino Administration.
 
“The County has two other potential partners for the revitalization of Playland waiting in the wings. It’s time to hear more about their proposals, both of which put more emphasis on Playland’s amusement park with respect to its great history.”

GOVERNOR CUOMO SIGNS SENATOR BALL’S DISABLED VETERANS JOBS BILL
Program Will Create 6% State Contract Set-aside

Albany, N.Y. – 05/12/2014 – On Monday afternoon, Governor Andrew M. Cuomo signed Senator Greg Ball’s (R, C, I – Patterson) legislation to facilitate the awarding of state contracts to disabled veterans.
The “Service-Disabled Veteran-Owned Business Act” (S6865/A9135) will ensure New York State’s service-connected disabled veterans are able to compete for upwards of $400 million in state contracts.
The program will create a 6% state contract set aside for service-connected disabled veteran owned small businesses. The set aside is very similar to the highly successful 3% preference that the federal government offers.
Senator Greg Ball, Chairman of the Senate Veterans, Homeland Security and Military Affairs Committee, hosted a series of roundtables, hearings, press conference and events over the past three years to rally grassroots support for the set aside.
“This single act will do more to reverse the high veteran unemployment rate than anything else we have done, or will do. Yet beyond just creating jobs, this is about saving lives, and confronting the epidemic of veteran suicide through meaningful employment. We have been fighting to establish this set aside for years and I want to sincerely thank Governor Cuomo for his support and for keeping his commitment to our heroes,” said Senator Greg Ball. “Let it be clear that this is not a handout; this is an opportunity for both employee and employer. These men and women have the exact skill sets we need in the workplace and the integrity we desperately need in the board room. SENATOR BALL’S ‘DEAD BEAT PARENT’ BILL PASSES NYS SENATE
Albany, N.Y. – 05/13/2014 – Senator Greg Ball (R, C, I – Patterson), Chairman of the Senate Veterans, Homeland Security and Military Affairs Committee, announced that his legislation (S2292) aimed at cracking down on ‘dead beat parents’ has passed New York State Senate.
“Those that are legally obligated to provide child support should not be allowed to escape criminal prosecution if they deliberately avoid paying child support,” said Senator Greg Ball. “It is my hope that this legislation will send a strong message to dead beat parents. I urge my colleagues in the Assembly to follow the Senate’s lead and pass this bill.”
This bill will make clear that a person obligated to pay child support by a child support order is guilty of non-support in the first degree when he or she purposely terminates his or her employment, reduces his or her earnings or fails to diligently seek to be employed, and he or she has been previously convicted in the preceding five years of the misdemeanor offense of nonsupport of a child.
With this change, consistency in the law so that the purposeful termination of employment, reduction of earnings or failure to diligently seek to be employed may serve as the basis for both the felony offense of non-support of a child in the first degree as well as the misdemeanor offense of non-support of a child in the second degree.
The bill has been sent to the Assembly, where it is sponsored by Assemblywoman Amy Paulin.
“The law already recognizes that a person obligated by court order to pay child support cannot intentionally terminate his or her employment, reduce his or her earnings or fail to diligently look for a job,” Assemblywoman Amy Paulin said. “Doing that is a misdemeanor offense. But we need to make clear that if you purposefully avoid your child support obligation and you've been convicted of doing that before within the past 5 years, that is a felony. People who are legally obligated to provide child support should receive more than a slap on the wrist -- they should be held criminally liable -- when they deliberately take action to avoid paying child support after they've already been convicted once for doing the same thing.”

MAHOPAC WOMAN HONORED AT NYS WOMEN OF DISTINCTION CEREMONY

Albany, N.Y. – 05/14/2014 – Mahopac resident Alana Sweeny, former Executive Director of the New York State Council on Children and Families, was nominated by Senator Greg Ball (R, C – Patterson) and honored Tuesday night at the statewide Women of Distinction Ceremony in Albany, NY.
Alana has dedicated her career to working with children and youth facing challenges such as poverty and special needs. Trained in elementary education, she has worked directly with young children and their families as a teacher and administrator, developed model local programs and influenced state and national policy and initiatives.
“Alana is an outstanding member of our community. Not only has she been an active member of many honorable organizations, she was also the first woman to serve as Executive Director of the Police Athletic League. Her accomplishments are definitely worthy of recognition,” said Senator Ball.
“I am honored and humbled to be recognized by Senator Ball in the Women of Distinction Hall of Fame. It has been both gratifying and rewarding to serve my community over the years. Many thanks to Senator Ball for his continued support and recognition of not just myself, but all of the women who have been leaders in business, the not-for-profit or government sectors and whose contributions have made our community an even better place to live,” said Sweeny.
Alana is currently an active Red Cross volunteer, serving on the national rapid response team, and has also served as its public affairs spokesperson for Putnam County. She is Vice-President of the Board of the Cornell Cooperative Extension in Putnam County and is Vice-President for Policy of the National Irish American Republicans. She has served in leadership positions for numerous not-profit agencies over the last thirty years, including the Putnam County Commission on Fiscal Vision and Accountability.
