The board anticipates voting on an approval resolution at its next meeting.

3. Arrowhead subdivision
The applicant says he plans to complete all required site work for this long delayed subdivision within the next 3-4 weeks.

4. Staples Shopping Center
The applicant’s request for a sign variance from the ZBA is being held up pending the approval of a Master Sign Plan. (Note:  This Plan may be discussed at the March 25 Town Board meeting.)

BOL Committee Raises Questions

On Playland Improvement Plan’s

Traffic and Parking Report

 

White Plains, NY – Members of the Westchester County Board of Legislators (BOL) raised important questions today during a review of the Traffic and Parking Report for the revitalization of Playland at a meeting of the BOL Labor/Parks/Planning/Housing Committee (LPPH), chaired by Legislator Pete Harckham (D-North Salem).

 

Executives from Sustainable Playland, Inc. (SPI) attended the BOL committee meeting and imparted further details of their Playland Improvement Plan (PIP), which included several major changes to the traffic flow and parking capacity at Playland made necessary with the opening of a new, 82,000 square-foot Field House planned for Westchester’s iconic 280-acre recreation area and amusement park.

 

“The goal here is to ensure, through a collaborative and open process, that Playland is a financial success for all the stakeholders, especially the county’s taxpayers,” said Harckham. “The proposed changes to the park need to be made in consideration of a number of questions and different factors. We’re on the right track toward getting the answers we need so the Committee’s analysis can go forward.”

 

During today’s presentation the legislators learned that some peak attendance dates at Playland would bring in more vehicular traffic than could be handled by the parking areas proposed in the PIP. Construction and planned use of the Field House and Playing Fields will take up some of the existing parking spaces. Also, a new traffic ingress to the part of the Playland property where the Field House will be situated is planned.

 

“Today, we were given a lot of new information about getting patrons in and out of Playland safely and comfortably, and the impact some of the changes will have on parking availability,” said BOL Majority Leader Catherine Borgia (D-Ossining). “There are now more questions, however, about whether the effort to make Playland a popular year-round destination meshes with SPI’s desire to keep attendance at a certain limit. I am eager to receive more information about how this will be resolved.”

 

SPI announced today that satellite parking areas will be developed as well, to deal with parking overflow on busy days and nights at Playland. Also, a private enforcement agency will be hired to keep patrons from parking on neighboring streets and walking over to Playland.

 

“It was good to have a discussion with SPI to address parking issues at Playland,” said BOL Chairman Michael Kaplowitz (D-Somers). “Parking remains one of the primary issues of concern for the Board of Legislators, as it is for the residents who live near the park.  Legislator Harckham’s committee continues to work through the review process for SPI’s plans, and I’m confident that our oversight here at the Board of Legislators will make the Playland Improvement Plan the best it can be.”

SENATOR GREG BALL PASSES LANDMARK LEGISLATION CREATING 6% SET ASIDE FOR SERVICE-CONNECTED DISABLED VETERANS
 
 
Albany, N.Y.  – 03/24/2014 – The New York State Senate today passed legislation (S6865), sponsored by Senator Greg Ball (R, C, I – Patterson), Chairman of the Senate Veterans, Homeland Security and Military Affairs Committee, to facilitate the awarding of state contracts to disabled veterans.
 
The bill will create a six percent state contract set-aside for service-connected disabled- veteran owned small businesses. The “Service-Disabled Veteran-Owned Business Act” will ensure New York State’s service-connected disabled veterans are better able to compete for millions of dollars in state contracts.
The set-aside is very similar to the highly successful three percent preference that the federal government offers. A three-way agreement on the bill was announced during the Governor’s Veterans and Military Families Summit held last week in Albany.
“New Yorkers can stand tall and proud today knowing that we have kept America’s promise to our veterans and service-disabled heroes. This landmark legislation will create tens of thousands of jobs for veterans statewide and will allow service-disabled veteran small business owners to tap into hundreds of millions of dollars in state contracting,” said Senator Greg Ball.  “This single act will do more to reverse the high veteran unemployment rate than anything else we have done, or will do. Yet beyond just creating jobs, this is about saving lives, and confronting the epidemic of veteran suicide through meaningful employment. We have been fighting to establish this set-aside for years and I want to sincerely thank Governor Cuomo for giving us the backing we desperately needed at a critical time. Governor Cuomo is to be applauded for keeping his commitment to our heroes.”
“Let it be clear that this is not a handout, this is an opportunity for both employee and employer,” Senator Ball said. “These men and women have the exact skill sets we need in the workplace and the integrity we desperately need in the board room. The same attributes that make these people so vital to defending our freedoms are the same hard-earned intangibles that make them exceptional at running their businesses and creating jobs. This is what good people can accomplish when they forget the politics and just focus on doing the right thing. Bravo to all involved, bravo!”
State Senate Co-Leader Dean G. Skelos said, “The contributions and sacrifices made by New York’s active duty military veterans and their families are an inspiration to us all.  The bill demonstrates our commitment to building on our efforts to ensure that veterans receive the benefits, support and economic opportunities they deserve.  I applaud Senator Ball for his efforts on this issue.”
According to the United States Department of Veterans Affairs, New York State is home to nearly 900,000 veterans, 600,000 of whom have served during periods of conflict. According to Governor Andrew Cuomo, there are roughly 106,000 service-connected disabled veterans in New York State.
Eugene Parrotta, Chairman of Senator Greg Ball’s Veterans Advisory Council and two- time Purple Heart recipient, said: “As the director of veterans affairs for the 40th Senate District, under Senator Greg Ball, I am proud to announce that this legislation has finally been approved. It was a long time in coming, but with a forceful array of supporters on both sides it is now on its way to becoming law. It has been my experience in dealing with disabled veterans that there was a feeling of disbelief that New York State did not have this law on the books already. As the state with the most military, most wounded and the most killed in action since this country was founded, a great wrong has been righted. I would like to extend a very heartfelt thank you to Governor Cuomo and all the elected officials, especially Senator Ball, for all the hard work.”
Service-connected disabled veterans from Drexel Hamilton, LLC, also joined the efforts in passing this legislation. U.S. Representative Sean Patrick Maloney recently teamed up with Senator Ball to host a “NY Jobs For Heroes Roundtable” at the Carmel Town Hall to call for the legislation.
“After our brave men and women have dedicated their lives in service to our country, more than three million veterans have come home to start small businesses. We must do all that we can to support our heroes, and I commend Governor Cuomo and Senator Ball for working together on this historic agreement to ensure our veteran-owned businesses have access to billions of dollars in state contracts. With post 9-11 veterans facing a staggering 9.2 percent unemployment rate nationwide, it’s our duty to help highly skilled veterans start small businesses and gain meaningful employment upon their return to civilian life,” said Representative Sean Patrick Maloney.
Also participating in the “NY Jobs For Heroes” roundtable, as well as Senator Greg Ball’s lobby day in Albany to push for this legislation, was former CEO of HBO and Yorktown resident, Bill Nelson, who said: “Passing the NY Jobs For Heroes legislation sends the strong message that Governor Cuomo and the NYS Senate and Assembly support our service-disabled veterans and recognize the sacrifice they and their families have made. Brewster, N.Y. – 03/25/2014 – Senator Greg Ball (R, C, I – Patterson), Chairman of the Senate Veterans, Homeland Security and Military Affairs Committee, will join Purple Heart Homes Co-founders Dale Beatty and John Gallina to introduce Vietnam Veteran Private Dan Flanagan to the community on Thursday, April 3, 2014 at 6 PM at the Patterson Fire Department. The event will be hosted to ask for help from professional trades and volunteers to renovate Private Flanigan’s home in Pawling, NY.
 
An initiative began in Mahopac, NY on September 12, 2013 when the community gathered together with one purpose, to build or renovate a home for a service-connected disabled veteran in Senator Ball’s District.
Private Daniel Flanigan, a 100% service-connected disabled Vietnam Veteran has been selected after a thorough vetting process by Purple Heart Homes, a non-profit based in Statesville, NC that provides housing solutions for disabled veterans.

The Kick-off Ceremony is being held to invite all interested professional trades and volunteers that want to get involved – roll up their sleeves and pitch in to help renovate Private Flanigan’s home in Pawling, NY.
Those attending the event will have an opportunity to be introduced to Private Daniel Flanigan, who received a Purple Heart while serving in Vietnam. 
Purple Heart Homes Co-founders Dale Beatty (a CNN top 10 2013 Hero) and John Gallina will be joining Senator Greg Ball to explain what needs to be done to renovate the home to sign-up volunteers.
Renovation will begin in June tied in with Army Week Association. Work on the project is expected to take at least four months. An official Welcome Home Ceremony will be held for Private Daniel Flanigan when the renovations have been completed.

Brewster, N.Y. – 03/25/2014 – Senator Greg Ball (R, C, I – Patterson), Chairman of the Senate Veterans, Homeland Security and Military Affairs Committee, along with Purple Heart Homes Co-founders Dale Beatty (a 2013 top 10 CNN Hero) and John Gallina will visit students from Mr. Brian O’Connor’s 5th grade class at Seven Bridges Middle School in Chappaqua on April 3rd at 1:15 PM.
Brian O’Connor, a middle school teacher at Seven Bridges Middle School in Chappaqua, NY has built a lesson plan for his 5th graders about heroes and role models.  He has the students watch CNN Hero segments, then they discuss why individuals selected by CNN have become heroes and role models. He encourages the class to emulate their spirit by overcoming odds and obstacles to achieve a dream and make the world a better place.  Then he has his students write letters to selected heroes thanking them for what they do.
A stack of those letters arrived at the Purple Heart Homes headquarters in Statesville, NC in a bundle with a letter from the teacher — Brian O’Connor thanking CNN Hero Dale Beatty for his service to our country.
As a result of those letters, on Thursday, April 3, 2014 — at 1:15 PM Purple Heart Homes Co-founders along with Senator Greg Ball will pay a visit to the Seven Bridges Middle School — so the 5th graders can meet actually meet CNN Hero Dale Beatty and John Gallina. 
Senator Greg Ball will present a Senate proclamation to Brian O’Connor and the 5th grade students in his class.
“Today, the sad truth is that students look up to athletes, models and reality TV stars. However, the true heroes are the less than one percent of men and women that protect our country, our military service members. I would like to commend Brian O’Connor for the important life lessons he is instilling into his students. Teaching them the difference between a reality TV star and our true heroes that serve overseas protecting the United States of America,” said Senator Greg Ball. “It is awesome to be teaming up with Dale and John from Purple Heart Homes to visit with these future leaders, as well as working with them to renovate a home in Pawling for Private Daniel Flanigan, a service-connected disabled veteran and Purple Heart recipient.”
Brian O’Connor has been teaching for 14 years.  He has been a teacher at Seven Bridges Middle School since it opened in 2003. Mr. O’Connor has been working with the students to prepare questions to ask both Dale and John during the visit.
Purple Heart Homes is a non-profit based in Statesville, NC co-founded in 2008 by Dale Beatty and John Gallina. Beatty and Gallina, two Iraq combat wounded Veterans that remain on a mission to provide housing solutions to service connected disabled veterans that served in all eras.
After the middle school visit, Senator Ball, Dale and John will introduce the community to Private Daniel Flanigan, a service-connected disabled Vietnam Veteran, that will be the recipient of a complete home renovation.
 
The Community Kickoff Event will be hosted at Patterson Fire Department located at 13 Burdick Rd, Patterson at 6 PM.

Señor transparency is stonewalling.
 
Mr. Cuomo is spending $150 million of OUR tax dollars on these thinly disguised re-election ads. It took the average annual property taxes of 64,000 New Yorkers to pay for Cuomo's commercials.
 
Don't we have a right to know if they've accomplished ...anything?

How Can Cuomo Continue to Work With Segregationist Silver?
Albany, NY - (3/24/14) - In light of the New York Times expose on Assembly Speaker Sheldon Silver's segregationist efforts to block development on the Lower East Side, Assemblyman Kieran Michael Lalor (R,C,I - Fishkill) is again calling on Governor Cuomo to demand Silver's resignation.
"Right now, the 'four men in a room' are deciding on New York's $140 billion budget and one of them has spent almost 40 years systematically working to keep minorities out of his neighborhood," said Lalor. "This latest Silver revelation alone should be enough for Governor Cuomo to call for Silver's resignation. When you add it together with Silver's history of scandal after scandal, it's hard to see how any elected official could stand by Silver. How can the governor continue to work with this man?"

According to the New York Times article, revelations about Silver’s segregationist activities came to light due to the indictment of his crony William Rapfogel: 
"The arrest cast new light on a relationship about which little was known beyond the obvious: Mr. Silver has funneled millions of public dollars to the organization that Mr. Rapfogel led, and he employs Mr. Rapfogel’s wife, Judy, as his chief of staff."
The Times described Silver and Rapfogel’s efforts to keep minorities out of their neighborhood as follows, "Mr. Silver and Mr. Rapfogel steadfastly opposed any mention of affordable housing, which would have altered the demographics of the neighborhood and put Mr. Silver’s political base in question. And Mr. Silver appears to have occasionally misrepresented the desires of his Chinese and Hispanic constituents in conversations with city officials to quash housing plans for the site."
Since the late 1970's Silver has blocked affordable housing plans for a Manhattan lot that was cleared in 1967. The lot had housed low-income apartments with mostly Hispanic families. When New York City razed the apartments, the families were promised that new low-income housing would be built. Instead, the 20 acres remain vacant. The story reported Silver's objective was to preserve the all-white makeup of the neighborhood.
The New York Times article quotes Frances Goldin, a leader in the Lower East Side Joint Planning Council, who said, “They would rather have the vacant lots and rats than have minority people there.”
Lalor continued, "Silver's obstructionism had one purpose, preserving ethnic homogeneity. He's used the levers of bureaucracy and political favors to pursue segregation. It's an ugly policy that favors a vacant 20 acre lot over development because Silver wants to keep minorities out of his neighborhood. That has no place in New York government. Governor Cuomo knows that. It's time he had the courage to tell Silver to go."

ALBANY... The New York Republican State Committee today announced Arcadio Casillas of New York City as the new Chair of the State Party Finance Committee.
 
Arcadio Casillas is President and Chief Executive Officer of the Preferred Compensation Corporation, a leading insurance, benefits, consulting and brokerage firm based in New York City.
 
Having come to the Unites States at a very young age from Communist Cuba, Mr. Casillas has lived the American Dream as a driven and creative entrepreneur. He has served as the NYGOP's Metro Regional Finance Chair since 2013.
 
"The Republican Party is the Party of small business and the Party of economic growth and opportunity," said Arcadio Casillas.

The firm provides financial services, employee benefits, executive compensation, retirement programs, and insurance services to corporations and individuals worldwide. He is also President of Preferred Financial Corporation, a strategic advisory and financial services firm, and Managing Partner of Matrix Brokerage, LLC. He has served on the Board of Directors of the MAINZ Corporation as well as many others. 
 
A Member of the Advance Association Life Underwriters (AALU), he was elected by his peers as President of the 10,000-member Life Underwriters Association of New York. As a featured speaker at the Million Dollar Roundtable, the Association of America's top financial services leaders, he delivered the landmark speech, "Lady in the Harbor, a distinctly fresh view of America's and democracy's progress." ICYMI: Cox in Wall Street Journal - Rigging Campaign Finance to Rig Elections

In case you missed it, NYGOP Chair Ed Cox had an op-ed in yesterday's Wall Street Journal about public campaign finance.
 
The New York City Campaign Finance Board is supposed to help combat campaign finance corruption, but the CFB has developed decidedly undemocratic habits.  
 
Most recently, the board cleared the Democratic primary field for new New York Mayor Bill de Blasio. Having shut out private money while opening the floodgates to unions, along the way it also has played favorites with millions of dollars of taxpayer money.
