In the five plus years I wrote for another publication, only one time was a column ever spiked because of the topic.  Not a bad record.  I understood their objection to the topic and my stance (which surprised them, but really should not have) and the matter was never brought up again.  As this topic is in the news again because of the number of states that voted to legalize medical marihuana in the last election I thought it is time to re-visit it.  I have made very few changes to the original piece because as the say, the more thing change, the more they stay the same.  I wrote this in April of 2010.

There is talk now in the State Legislature to legalize medical marijuana. The language  is so broad that almost anyone with a doctor's note would be able to purchase this. California and Oregon to name a few states have already passed this kind of legislation. The intent, to ease the suffering of those in pain, is quite noble in my opinion. To many this is a no-brainer. I mean who can't be in favor of pain that can be mitigated?
 
 


State Senator Vincent Leibell was ahead of his time when a number of years ago he tried to get this legislation passed. He took a lot of heat for this from his constituents, but held his ground. Obviously this never saw the light of day. The question now becomes has the time come to re-visit this issue? I say yes. I through the years have seen first hand the pain many terminal patients with various forms of cancer and yes, AIDS, have experienced. Between 1988 and 1995 I lost 26 friends and acquaintances to very painful deaths that legalized pot would have made their last days easier. It is because of this I would be in favor of this limited use of legalized pot.
 
 

How ever the hole in this argument to legalize pot for medical reasons is that it is really not the ultimate goal. The fear is that this would lead to legalizing  pot entirely. The numbers show that this would bring in million in various kinds of tax revenue. It is always the money. Here in lies the problem. Like all government programs that start off well intentioned, elected officials never know when to stop. When one adds money into the mix, well, it is rare that an elected official does not try to find new ways to separate us from our money.

 

I resent those people who stand in the way of the easing of human suffering out of fear of what might be.  Like gambling and hydo-fracking  the only argument these people have is fear.  Also like gambling, the legalization of medical marijuana  will not create more users.  What it will do is keep monies in this state as proven with the already approved forms of gambling in Yonkers.  As for pot, it will take these monies spent in the underground economy and bring it into the taxable and regulatable light of day.  In the case of gambling and pot, our elected officials have no clue how much money is spent every day underground.  That is why it makes news when the totals coming out of Yonkers are so high.  That was the monies New Yorkers were spending in neighboring states.  It was not an increase in gamblers.
 

So the question is do we nip this in the bud now? After all our state legislature is probably more self-serving than other's. Our state is also in a fiscal mess. We can see the future and know that if we legalize pot for medical purposes that it would be only the first step. So do we allow people to be in pain because of what might be? Ten years ago, none other than William F. Buckley came out in favor of legalizing pot, pointing out the insanity of the present course of action. We are making criminals out of our younger generation and sending them to prison to learn how to be better criminals and making it harder to find meaningful work after they are let out.
 


Like alcohol, pot can be regulated, taxed and punishment meted out for those who abuse the privilege. So even though I know the end game, if we can ease the suffering of others, making their last days more comfortable, I believe the time has come for us to make this drug legal for medical purposes. At least the time has come to talk about it. In full discloser, I tired pot and all it did was make me sleepy, it was not my cup of tea and yes, I did inhale.  This is what I say, what say you?

Bazzo Says: A Cease Fire Is No Substitute For Peace

TITLE:  A Cease Fire Is No Substitute For Peace 

 

As a general practice I try to stay away from social issues because I realize that my way of life may work for me, however that in no way gives me the right to impose it on others. I make exceptions when others wish to impose their way of life on me. I reserve to myself and others the right to go to hell with myself if I so choose. Unless I ask, I really do not wish to have others save me from myself. In other words I am not a fan of legislating morality.


 

Another practice I try to stay away from is foreign policy. I make an exception this week because last week the publisher of this newspaper decided to weigh in on the unrest in the Middle East. It was, in my opinion, an excellent editorial and I wish he would speak out more often. I would like now to add my two cents.

 
 

There was a time less than two hundred years ago when another peoples, living side by side, tried appeasement to avert the inevitable. Through legislation, accommodations were made to please different economic cultures. Each time a law was passed, it was proclaimed that war was averted.

 



They had the mistaken belief that peace was defined and achieved by the absence of conflict. The reality then, as now, is that peace is achieved through the threat and use of aggressive force. You must totally defeat the opposition so as they no longer have the will or the means to continue. Nowhere in history has peace been achieved through negotiation. It only prolongs the inevitable-war. 

 
 

What I have alluded to in the above paragraph is our own Civil War. In spite of the Kansas-Nebraska Act and the Missouri Compromise, the final unification of the country came through bloodshed. It had to, as human beings being treated as property and the rights of states being trampled upon could only be cleansed by blood. A two state solution could never have lasted, especially when the North and South attempted to simultaneously expand westward.

 
 

War was on the menu, sooner or later.

 
 

You see this now in the Middle East. The big difference is that in the case of the Middle East, one side's starting point is the death of the other side. That certainly was not the case in our Civil War. You cannot negotiate a peace when the terms of one side is total annihilation of the other. This present cease-fire is not to be confused with peace. It is only a breather while Israel’s enemies bilk billions more out of us and Hamas re-arms. You see, for groups such as Hamas, their only means of making money is through war. Start attacking Israel until concessions are made, and Hamas temporarily agree to a cease-fire.

 


If history is any guide, total war is inevitable. Right now you have intermediaries who think that there is a nice way to fight a war, and that all sides must have equal force, equal use and equal outcome. Also there must be no collateral damage. This is lunacy. War by its nature kills people and breaks things. So far every time Israel uses superior force, outside factions step in and say Israel must stop. These factions are doing nobody any favors. One thing I have realized is that when Israel retaliates—as it did this time—it is portrayed as the aggressor. Figure that one out... 

 
 

As I noted earlier, there can be no two state solution as long as one side seeks the annihilation of the other. How do you negotiate? What do you offer? A leg? They say death. An arm? They say death. You have two totally different cultures with two diverse views of the value of human life.   

 
 

As things stand now, the inevitable (war) will happen, and the economic chaos will be felt the world over and the human suffering will be unfathomable. The weapons used during the Civil War are nothing compared to the weapons of war we have now. An all-out war involving Israel and Iranian- backed terror groups could be unlike anything we have ever seen before. 

 
 

Is there a solution? Yes, and it is the threat of overwhelming force by the world’s major powers. Both sides—Israel and its extremist enemy—must know in no uncertain terms that the major players on the world stage will not sit idly by and let this happen; that they will intervene because of their national and economic interests.     

 
 
 

Can the major players (China, Russia, India, the United States and Europe) come together and see their common interests? Moreover, do nations like China and Russia even share the same interests as America? To both of these questions, history says no. Yet, history like all things in life, is fluid and can be made to change. It is my hope that the major players can see that World War III is in no one's interest, even though history suggests it will occur.

Proposed Bazzo Says: I Deny Being A Denier

TITLE:  I Deny Being A Denier
 

It seems, according to responses to a previous column on “man-made” global warming, that I am either a denier, anti-intellectual or worse, no better than those who plagued Galileo.  I simply believe that they are wrong, for their premise is wrong and their solutions worse than the disease.  I do not have to call them names. 
 

First,  I guess only those studies funded by oil and coal interests have an agenda.  I guess the federal government and its agencies that fund the ‘consensus” agreed upon studies do not have an agenda.
 

They all have agenda’s, but that does not necessarily make those studies wrong.  What calls into question the validity is if data is slanted to fit a pre-drawn conclusion.  There are no impartial groups when it comes to this topic. There are just as many groups to say that the e-mails were valid.  When one has to lie to make a point, they do not have a point to make.
 

Second:  Co2 is that which we exhale with every breath we take. Same as all other mammals that breathe and walk the earth.  Would you propose regulating how many times we breathe to lessen our impact on the atmosphere? Being that exercise makes us breathe heavier, maybe we should outlaw exercise?


Let’s not forget those same groups who say that animal farts cause our climate to change also.
 
 

Third: I do not deny that the climate is changing.  I deny we are the cause of it.  I deny that giving up our standard of living, liberties and money will save the planet.  As I pointed out in my column, we have been regulating ourselves into bankruptcy since the 1970’s and yet the climate still has changed.



Like the War on Poverty that we have spent more money on than all the wars we have fought and been fighting since 1965, yet we are told that poverty is either the same or worse. Do those advocates re-think their premise?  No, they say we need more money, programs and government. These climate advocates, ignoring all the progress we have made, say things are worse.  Do they re-think their premise? NO! We need more of your money, liberties and bigger government. 



These people cannot let facts get in their way because, as I have stated, it’s politics and ideology. 



Fourth:  One volcanic eruption puts more toxic particles in the atmosphere than our actions.  Yes, it affects weather around the world.  It is also a fact that our atmosphere eventually absorbs and eliminates those toxins.  China, Russia and India all have growing economies that do not do even half of what we do in the name of “saving the planet” nor do they have any intention of doing so, yet it is only we, by bankrupting ourselves, who can change the climate. 
 

Finally;  since I was in grade school in the 1960s, we were told that we would be out of food and fossil fuel by the year 2000.  We are not.  In the late 1980s we were told we only had 20 years to save the atmosphere. Thirty years later, we are told the same things.  No the only way to predict the future is if everything stays the same.  Yet, life is fluid and so nothing dealing with life stays the same.  That is why all those predictions did not come to pass.  I assert yet again, as long as the proponents of this ideology wish me to change my life to fit their ideals though they do not change theirs, I say it’s all spinach and to hell with it.

TITLE: A Taxing Situation, Looking At Yorktown's Proposed Budget


PROPOSED PAY INCREASE FOR THE TOWN BOARD


Pity the suffering of our Yorktown Supervisor and Council members. Imagine, not having a raise in six years. As of this point in time the Supervisor makes $112,000.00 per year as a full time position. Council members make $18,000.00 and change for a part time position. They get benefits of which they pay 25% towards. The idea being floated is to raise their pay by $1000.00 the first year and tie future pay raises to the formula used to adjust social security income.



That last part is ingenious in a Machiavellian way. By tying the future raises to a pre-set formula, they never have to discuss their salary with the public again. In a entitlement mentally way, they would just get increases without the inconvenience of public discussion.




I was talking with Councilman David Paganelli about this and he had a couple of observations worth noting. The first being he would not be in favor of this now or in the foreseeable future. The second was the economic tone-deafness of this proposal. We are a middle class community for the most part. Those who are still employed have not only not seen raises, but their buying power has deceased to the tune of about $4,000.00 in the last three years. The third observation was that everyone on the Town Board knew the pay scale going in. No one put a gun to their head, they wanted this job, ran for this job, at the present pay scale and none when they ran said they should get more.

 
 


I have heard the arguments about how hard they work, the time invested to do their job to the best of their ability. This is true, yet, this is what they were expected to do, THEIR JOB! Even part time workers are expected to do their job for the time they are being paid. They are not expected to work less when on the clock. In the council's case, on the clock not only means when they have their meetings, but the research necessary to render an informed vote on the issues they have to vote on. Also included was the constituent services required as being a servant of the public. All this they knew going in. Personally, if they think the pay scale is too small, they should say so when running for election.





PROPOSED PROPERTY TAX INCREASES:



We are being told by those out of power but wishing to be again, that we are facing a 7% plus tax increase. This is not true. When the whole Yorktown portion of your property tax bill (not including school taxes) is sent to you, the increase will be about 2.5%. If a property owner were sent individual bills from each taxing district, some of those bills would see that 7% increase. However that is not the way you are billed.

 
 

Another thing is that the formula being used is the same formula that has always been used. You cut costs here, take from the fund balance there, add in a couple of one-shots and you produce a budget that is palatable to the public, then next year you do the kabuki dance again.

 
 
 

It is disingenuous to scare the public before the public forums for future political gain, but typical for those out of power. Like sausage, it is best to see the final product, not the way it is made. At the end of the day, it is the bottom line that should be the focal point.

 
 

A final point is that there are parts of this budget that have been kicked down the road by previous administrations, that this administration decided to tackle. For this they should be commended. For instance, you had previous budgets that reached their palatable point by starving the Highway Department of necessary funds. This administration, realizing that automobiles are a necessity in this town, that proper care of roads, drainage and sidewalks are real needs, did not starve the Highway Department.

 
 
 

While in this economy (or any) no one wants a tax increase, this board should be given its due for dealing with mandates they can not control, being adult in the things they can, and having an increase that is livable. I just hope they do not ruin the good by adding pay increases for themselves in this years budget. This is what I say, what say you?
